Washington County Officials Share Update on Department of Homeland SecurityRegarding Local Processing Facility

WASHINGTON COUNTY, MD (May 12, 2026) – The Board of County Commissioners announces that on May 5, 2026, Officials from DHS notified the Planning and Zoning Department that following comments from interested persons, consulting parties and the Advisory Council on Historic Preservation, their office was providing us with an update on the proposed Immigration and Customs Enforcement (ICE) detention center at 10900 Hopewell Road in Hagerstown, Maryland (also known as 16220 Wright Road, Williamsport, MD 21795). Immigration and Customs Enforcement is currently awaiting final design from their contractor to provide further ground disturbance information. Upon receipt of that information, ICE will re-engage interested and consulting parties in compliance with Section 106 of the National Historic Preservation Act.

The email further states that as part of ICE’s National Environmental Policy Act (NEPA) compliance, ICE has determined that the scope of potential impacts associated with he proposed undertaking warrants the development of an Environmental Assessment (EA). Public engagement on potential impacts to environmental and cultural resources will be initiated in the future. At that time, consulting parties will be afforded the opportunity to provide comments on potential impacts associated with the Proposed Action as part of the NEPA process. Once the Proposed action plan is available, consulting parties will find this information available on www.dhs.gov/ocrso/eed/epb/nepa/public-comment. All responses provided as part of Section 106 consultation will be considered for incorporation into the EA.
