Washington County Welcomes Neil Parrott to the Board of CountyCommissioners

WASHINGTON COUNTY, MD (April 21, 2026) – Washington County Government proudly announces the appointment of Neil Parrott to the Board of County Commissioners. Parrott brings decades of experience in public service, engineering, business leadership, and community involvement to his new role.

A lifelong Marylander, Parrott resides in Washington County, where he and his wife, April, have raised their family. The couple recently celebrated their 25th wedding anniversary and are the proud parents of three children. Parrott is also an Eagle Scout, reflecting a lifelong commitment to service and leadership.

Parrott earned a degree in Civil Engineering from the University of Maryland, College Park, obtained his Professional Engineer License, and later earned his MBA from Mount St. Mary’s University in Emmitsburg, Maryland. His professional background includes service as a Traffic Engineer with the Maryland State Highway Administration in Frederick County and as Deputy Director of Public Works for Engineering for the City of Frederick. He later founded a small business in Hagerstown, Maryland, bringing both public and private sector experience to his work.

In 2010, Parrott was elected to the Maryland House of Delegates, where he represented southern and eastern Washington County for three terms through 2022. During his tenure, he focused on public safety, support for seniors and veterans, and expanding economic opportunities for residents.Parrott has also demonstrated a strong commitment to community service. In 2016, he and his family founded the Hagerstown Area Summer Swimming program to promote water safety, healthy competition, and youth development. As head coach, he helped grow the program to serve more than 1,000 swimmers across Washington County. He also partnered with the Boys & Girls Club and the City of Hagerstown to provide affordable swim lessons to local children.
A swearing-in ceremony for Commissioner Parrott was held today. Commissioner Parrott will participate in his first Board of County Commissioners meeting on Tuesday, April 28, 2026.
