Board of County Commissioners Approve New Director Role for the Office of Emergency Management

HAGERSTOWN, MD (November 18, 2022) – The Washington County Board of County Commissioners announces the upgrade of the position Emergency Manager. The upgrade has resulted in the promotion of Tom Brown Jr. to Director of Emergency Management.

Brown has been employed with Washington County Government for over 14 years. He began his time as the Professional Services Administrator and then held the role of Emergency Management Specialist. In these two roles, Brown gained significant experience in the administration of grants, plan review, EOC operations, and training new and existing 9-1-1 personnel. In his most recent position as Emergency Manager, he was responsible for the safe, economical, and efficient operation of the Office of Emergency Management in accordance with State of Maryland public safety codes.

Prior to his time with Washington County, Brown worked for the Hagerstown Police Department for 15 years as the Communications Manager. Brown holds certificates from the Maryland Emergency Management Program and the FEMA Professional Development Program.

As newly appointed Director of the Office of Emergency Management, Tom said, “Strengthening Washington County’s ability to plan for, respond to, and recover from disasters is my priority. I look forward to continuing the working relationships that have been built between the Office of Emergency Management and government agencies at the local, state, and federal levels as well as working with our citizens to create a more resilient Washington County community.”

“I am proud to announce Tom’s promotion to Director of Emergency Management. Tom has been a key asset to our Emergency Management Office, and I am confident he will continue to guide our County through emergency situations safely and efficiently,” said County Administrator John Martirano.
