Board of County Commissioners Appoint New Director of Human Resources

HAGERSTOWN, MD (November 21, 2023) – The Washington County Board of County Commissioners is pleased to announce the appointment of Mr. Chip Rose as the new Director of Human Resources. In this pivotal role, Mr. Rose will spearhead the strategic leadership of the Human Resources team, overseeing a range of essential functions designed to enhance the County’s workforce, talent management, and organizational success.

With a distinguished career spanning over 25 years in the field of human resources, Chip Rose brings a wealth of experience and expertise to his new position. His extensive background includes proficiently managing teams in various critical HR domains, including Compensation, Benefits, HR Client Consulting, HR Program Management, and HR Transformation.

Chip Rose’s professional journey has seen him contribute his talents to a diverse array of industries, collaborating with notable organizations such as Appalachian Power, Texas Instruments, Wells Fargo, and Capital One Bank. Most recently, he served as the Senior Manager for Lockheed Martin’s HR Operations Center, situated at the corporate headquarters in Bethesda, MD.

Mr. Rose’s qualifications are further solidified by his academic achievements, having earned a bachelor’s degree in Industrial-Organizational Psychology from Marshall University. Additionally, he holds certification as a Society for Human Resource Management (SHRM) certified HR Professional, as well as recognition as a certified SCRUM master.

Beyond his professional pursuits, Chip Rose is a multifaceted individual, embodying a passion for scuba diving, culinary artistry, and the challenging sport of golf.
