Washington County Office of Grant Management Seeks Community Input on Community Reinvestment and Repair Fund (CRRF)

HAGERSTOWN, MD (March 19, 2026) – The Washington County Office of Grant Management is encouraging residents to provide input on how funding from the Community Reinvestment and Repair Fund (CRRF) should be used to support local communities. 

In 2022, Maryland voters approved the legalization of adult-use recreational cannabis. As part of that legislation, a portion of cannabis tax revenue is directed to the CRRF, which is designed to reinvest in communities that were disproportionately impacted by cannabis prohibition prior to July 1, 2022.In Washington County, CRRF funds are restricted for use within ZIP code 21740, including portions of the City of Hagerstown and surrounding areas. These funds are intended to support community-based initiatives that benefit low-income communities and disproportionately impacted areas, as identified by the Maryland Office of Social Equity.

The County has received CRRF funding through cannabis sales tax revenue and one-time business conversion fees. These funds are maintained in a dedicated account to ensure they are used solely for eligible programs and services.State law requires Washington County to develop a funding plan in consultation with community stakeholders. Public input is a critical part of this process. Feedback collected through the survey will help guide funding priorities and ensure that investments reflect the needs and priorities of the community.

CRRF funding may be used to support a variety of initiatives, including mental health and substance use services, education and after-school programs, small business and economic development efforts, parks and recreation, re-entry programs, and housing assistance. Funds may also be used for administrative costs necessary to implement the program but may not be used for law enforcement activities.

Residents, community organizations, and stakeholders are strongly encouraged to participate in the survey and help shape how these funds are invested locally.
