In 2022, Maryland voters approved the legalization of adult-use recreational cannabis, with a portion of revenue dedicated to the Community Reinvestment and Repair Fund (CRRF). These funds are intended to support communities disproportionately impacted by past enforcement policies.

Washington County established Ordinance ORD-2025-31 to define how CRRF funds may be used locally. The Maryland Office of Social Equity (OSE) has identified ZIP code 21740 (Hagerstown) as a priority area for reinvestment.

As part of a statewide effort to gather public input, and to better understand local needs, Washington County is conducting this survey to learn how residents would like CRRF funding to be used within our community.
