Board of County Commissioners Appoint New Human Resources Director

HAGERSTOWN, MD (October 21, 2019) – The Washington County Board of County Commissioners is pleased the announce the appointment of Rachel Brown to Director of Human Resources.
Brown is joining Washington County Government after almost 20 years as an operations claim team manager with State Farm Insurance in Frederick, MD. Her prior experience includes team leadership, coaching and performance management, cross-functional collaboration, strategic planning, training and talent development, recruiting, and project management.  
A native of Washington County and a graduate of Boonsboro High School, Brown earned a Bachelor of Arts degree in Economics and Political Science from Hood College and a Master of Science degree in Management and Leadership from Western Governors University. She’s also earned the Chartered Property Casualty Underwriter (CPCU), Certified Associate in Project Management (CAPM), and Associate in Risk Management (ARM-P) professional designations. Brown currently resides in Hagerstown with her husband and teenage son. 
“I’m very excited about the opportunity to serve the County as the new Director of Human Resources. I look forward to working with a great team within the Human Resources department as we focus on attracting, retaining, and developing employees and supporting our County leaders as they engage their teams,” said Rachel Brown.
“Ms. Brown comes to us with a wealth of knowledge and the successful experience needed to serve an organization of our size and complexity. A lifelong County resident and active community member, Rachel will serve the HR Director position both personably and professionally,” said County Administrator Rob Slocum.
