GENERAL DEFINITION OF WORK:
Performs responsible professional work preparing engineering studies and plans for transportation / traffic related capital improvement projects. Direction is provided by the Director of Engineering and the Chief of Design.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:

- Performs detailed transportation/traffic studies and responds to transportation/traffic related inquiries.
- Performs transportation/traffic related designs; prepares the associated construction drawings using computer aided design (CAD) methods and standards; coordinates plans with Engineering Technician.
- Prepares construction drawings, specifications, and cost estimates.
- Provides technical support to other County departments and agencies.
- Addresses design and construction issues that arise during the construction.
- Prepares feasibility, life-cycle cost, and cost-benefit studies.
- Coordinates required survey field work with the Chief of Surveys and Survey Party Chief.
- Coordinates required right-of-ways with the Real Property Administrator.
- Coordinates project design with other government agencies, public utilities, and other stakeholders.
- Reviews traffic studies/plans prepared by consultants for compliance with accepted standards and ordinances.
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of modern principles and practices of civil engineering with special emphasis on transportation/traffic engineering; general knowledge of design, construction, maintenance and cost estimating relating to capital improvement projects; general knowledge of land surveying methods and techniques; ability to prepare technical reports; ability to establish and maintain effective working relationships with associates and the general public; Microsoft Office, computer aided design (CAD), AASHTO Geometric Design of Highways and Streets, Highway Capacity Manual (HCM), Manual on Uniform Traffic Control Devices (MUTCD), and Synchro experience desirable. An Engineering-In-Training Certification and/or State of Maryland Professional Engineer license is desirable.
EDUCATION AND EXPERIENCE:
Bachelor’s Degree in Civil Engineering from an accredited college or university; three (3) years of experience in the design and/or construction of transportation/traffic related capital improvement projects desirable.
PHYSICAL REQUIREMENTS:
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.
SPECIAL REQUIREMENTS:
Possession of an appropriate valid driver’s license is required.
