GENERAL DEFINITION OF WORK:
The Safety Coordinator of the landfill is responsible for ensuring that all site operations comply with federal, state, and local health and safety regulations. This role involves identifying potential hazards, enforcing safety policies, conducting regular inspections and training, and promoting a culture of safety among all employees, contractors, and site visitors. Coordinates landfill activities and acts as supervisor in the absence of the Superintendent. Direction is provided by the Superintendent of Landfill Operations. Supervision is exercised over subordinate personnel.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
- Monitor daily operations to ensure compliance with OSHA, EPA, and other regulatory safety standards.
- Conduct regular site safety inspections, audits, and risk assessments to identify hazards and recommend corrective actions.
- Develop, implement, and update safety policies, procedures, and emergency response plans specific to landfill operations.
- Provide safety training and toolbox talks to site personnel, including PPE usage, landfill safety, and equipment operation.
- Investigate accidents, incidents, and near-misses; lead root cause analyses and complete all necessary reports for Human Resources.
- Maintain safety records, reports, and documentation as required by regulatory agencies.
- Maintain all SDS material, chemical lists and update as necessary.
- Maintain all first aid kits, order replacement materials as needed.
- Ensure proper storage and handling of hazardous and non-hazardous materials.
- Oversee contractor and visitor compliance with site-specific safety protocols.
- Coordinate with environmental and operations teams to support overall compliance and sustainability initiatives.
- Act as a liaison with regulatory agencies and participate in site inspections and audits.
- Responsible for checking equipment and facilities for safety.
- Supervises and directs employees in the absence of the Superintendent, answers questions arising about business waste, scale operations’ concerns and employee issues.
- Assists with interviews and recommendations for hire of new employees. Assists with training of new employees.
- Assures all activity falls within the Maryland Department of Environment (MDE) guidelines to include contractors working outside permit hours, assuring patrons are off site at closing, conducting compliance inspections with MDE, etc.
- Collaborates with regional Maryland Department of the Environment staff concerning regulatory compliance.
- Ensures accuracy of all scale house records and cash receipts accounting. Assists with scale house operations as required.
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
An understanding of OSHA, EPA, DOT, and local landfill safety and environmental regulations. Proficient in Microsoft Office. OSHA 30-Hour Certification (preferred) or ability to obtain the certification; First Aid/CPR. General knowledge of modern office practices, procedures and equipment; ability to devise detailed procedures and methodologies; ability to plan and organize the work; ability to communicate ideas effectively, both orally and in writing; ability to prepare reports and records; ability to establish and maintain effective working relationships with associates and the public.
EDUCATION AND EXPERIENCE:
- High School diploma required, Associate’s or Bachelor’s degree in Occupational Safety, Environmental Health, would be preferred
- 1–3 years of experience in a safety-related role preferred.
- Knowledge of OSHA regulations and workplace safety standards.
- Strong observational, analytical, and problem-solving skills.
- Excellent communication and interpersonal skills.
- Ability to conduct training and present safety information clearly.
- Proficient in Microsoft Office and safety management systems.
CERTIFICATIONS (PREFERRED)
- OSHA 30-Hour Certification
- Certified Safety Professional (CSP) or Associate Safety Professional (ASP)
- First Aid/CPR certification
PHYSICAL REQUIREMENTS:
This is work requiring the exertion of up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, visual inspection involving small defects and/or small parts, use of measuring devices, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker may be subject to adverse environmental conditions. May require time spent in operational or field environments and will require the ability to walk, stand, bend, and inspect work areas. Occasional travel to job sites may be required.
