Washington County Parks & Recreation Announces New Special Event Policy and Updated Park Rules

HAGERSTOWN, MD (April 2, 2025) – Washington County Parks & Recreation has implemented a new Special Event Policy and Application process, along with updated park rules to improve visitor experience, safety, and park operations.

The Special Event Policy establishes clear guidelines for hosting public and private events in county parks. Any event that affects routine park use, includes amplified sound, or is advertised to the public now requires a Special Event Permit. Applications must be submitted at least 90 days in advance, and all fees must be paid 30 days before the event. Organizers must also provide necessary documentation, such as insurance coverage and site plans.

Additionally, new park rules are now in effect as of February 25, 2025. Key changes include:

  • Refund Policy Update– Cancellations must be made at least 30 days in advance to receive a full refund.
  • Commercial & Vendor Regulations – Fundraising, sales, private lessons, and advertising all require prior approval and a Special Event Permit.
  • Sound & Noise Restrictions – The use of sound amplification equipment requires prior approval.
  • Inflatables & Tents – Inflatables (e.g., bounce houses) are now only allowed from state-certified vendors and require a permit. Tents larger than 12’x12’ also require a permit.
  • Vehicle & Parking Restrictions – Overnight parking is prohibited without a permit, and motorized vehicles are not allowed on pedestrian pathways except for unloading.
  • Pet Policy Update – Pets must be on a leash no longer than 9 feet and are not permitted in pavilions, playgrounds, athletic fields, or courts.
  • Fire & Cooking Restrictions – Deep fryers and turkey fryers are prohibited, and fires are only permitted in designated grills.
  • Hunting & Wildlife Protection – Fishing is allowed, but hunting, trapping, and interference with wildlife remain prohibited.
  • New Special Event Requirements – Any public event, meeting, or party that affects pedestrian or vehicular traffic requires a Special Event Permit and, in some cases, a Certificate of Insurance.
