Washington County Celebrates Completion of Halfway Boulevard Extended as Part of Making Connections Campaign

WASHINGTON COUNTY, MD (December 16, 2025) – Washington County Government is celebrating the completion of the Halfway Boulevard Extended project as part of its ongoing Making Connections campaign—an initiative built on four major public-private partnerships that are strengthening infrastructure, enhancing public safety, and driving economic development throughout the County.
Launched in October 2018, the Making Connections campaign highlights key transportation projects that are bridging communities and opening new opportunities for growth. These projects are designed to create lasting benefits through increased economic development, improved transportation routes, reduced emergency response times, and expanded pedestrian and commuter access. The four projects featured in the campaign include:

Crayton Boulevard Extended – Complete
Colonel Henry K. Douglas Drive – Complete
Professional Boulevard – Phased Construction Ongoing
Halfway Boulevard Extended – Complete

The Halfway Boulevard Extended project involved the construction of 3,250 linear feet of four-lane, open-section roadway and a major culvert, connecting Maryland Route 63 (Greencastle Pike) to the existing Halfway Boulevard at Newgate Boulevard. The completed extension supports commercial development of the surrounding area, accommodates heavy truck traffic, and provides a critical alternate route between Interstate 81 and Interstate 70, improving traffic flow and regional logistics.

This project delivers significant community benefits, including shorter routes to medical centers, improved emergency response times, enhanced freight movement, safer pedestrian accommodations, expanded commuter access, job creation, and an increased tax base.
Contributing partners for the Halfway Boulevard Extended project include the Appalachian Regional Commission (ARC), Bowman Development Corporation, Maryland Department of Transportation – District 6, Hitachi Rail, and AC&T – Fulton Family. Funding included an ARC Grant and local developer contributions, with construction completed by C. William Hetzer Inc.

Together, the Making Connections projects reflect Washington County’s continued commitment to strategic infrastructure investment, economic growth, and improved quality of life for residents and businesses.
