Board of County Commissioners Awards Contract for Fire Training Burn Building Foundation

WASHINGTON COUNTY, MD (September 9, 2025) – The Washington County Board of County Commissioners has approved awarding the contract for the Concrete Foundation of the Fire Training Burn Building to Rockwell Construction Co., Inc. of Mercersburg, PA, the lowest responsive and responsible bidder, in the amount of $350,596.30.

This foundation project is a key component of the Public Safety Training Center’s tactical village, which is currently under phased construction at 18350 Public Safety Place. The tactical village will feature a variety of training props, structures, and facilities to replicate real-world conditions for law enforcement, fire, and emergency services personnel. The steel-frame fire training tower and burn building, previously presented to the Commissioners on April 15, 2025, is scheduled for delivery this fall and will be installed on the new foundation.

The contract requires completion within 60 consecutive calendar days, with work expected to begin in late September. Additional site work, including paving of the apparatus operator and defensive driving area, will be advertised later this year.

Funding for the project will come from the Burn Building – PSTC Training Center budget (BLD107) in the County’s Capital Improvement Plan (CIP).
