OBJECTIVE:
Responsible for medical oversight of the Paramedic Educational Program at the Washington County Public Safety Training Center. The position will also assist the Jurisdictional Medical Director when requested in the oversight of all clinical care aspects rendered in the provision of 911 based pre-hospital emergency medical services in Washington County, Maryland as outlined in COMAR Title 30.
ORGANIZATIONAL RELATIONSHIPS:
- Reports to the Jurisdictional Medical Director.
- Oversees the Paramedic Education Program at the Public Safety Training Center conducted under the Division of Emergency Services.
- Works with DES, HCC, National Registry, CoAEMSP, MIEMSS and other accrediting agencies to ensure the delivery of the paramedic educational program is consistent with current local, state, and national guidelines.
GENERAL RESPONSIBILITIES
This is professional-level work that is responsible for the medical oversight of the Paramedic Educational Program, within the Division of Emergency Services. The Assistant Jurisdictional Medical Director is responsible for reviewing curriculum, developing program policies and procedures in cooperation with educational staff, delivering educational content in both lecture and lab format, and overseeing student performance in the lab and clinical environment. The Assistant Jurisdictional Medical Director may be required to assist the Jurisdictional Medical Director in the performance of his/her duties as requested.
ESSENTIAL TASKS
- Monitor all aspects of the educational content presented by the Paramedic Educational Program and it’s staff.
- Responsible for establishing, in cooperation with the Division of Emergency Services staff, the policies and procedures that govern the Paramedic Educational Program.
- Serve as an advocate for the Paramedic Educational Program when dealing with the medical community.
- Interact professionally and represent the Paramedic Educational Program with the following:
- Partner public safety agencies and departments
- Partner government agencies and departments
- Local emergency departments and hospitals
- Collaboratively work to develop training programs that help address the specific identified needs of the Paramedic Educational Training Program.
- As needed, respond to emergency incidents to observe the care being provided and as necessary, assist in the provision of pre-hospital care.
- As necessary, ride along with EMS units to observe and gain familiarity with operations and personnel.
- Attend and participate in the annual ALS skills verification practical sessions.
- Conduct clinical training, curriculum review, and content approval for related training and continuing education.
- Conduct and report on research as it relates to patient care, EMS policies and innovative EMS techniques.
- Analysis of national and state standards/legislation affecting local and/or regional EMS practice.
- Attend/participate in the following meetings:
- DES Paramedic Program Advisory Committee
- WCVFRA EMS Committee monthly and special meetings (as requested)
- MIEMSS Region II Council (as requested)
- MIEMSS Medical Advisory Committee (as requested)
- State Medical Director Symposium
- MIEMSS Jurisdictional Advisory Committee (as necessary)
- Washington County Medical Review Committee (as requested)
- Other meetings that have significant impact on EMS or EMS education
- Other duties as required for the improvement and enhancement of public safety education.

KNOWLEDGE, SKILLS AND ABILITIES:
The Assistant Jurisdictional Medical Director shall:
- Be fully licensed to practice medicine in the State of Maryland and be Board Certified or Board Eligible in Emergency Medicine. A subspecialty certification in Emergency Medical Services is preferred.
- Familiarity with the design and administration of EMS educational programs.
- Have an understanding of educational methodologies and practices. Prior teaching experience preferred.
- Have a minimum of three (3) years’ experience in and current knowledge of prehospital emergency care.
- Experience must include care for acutely ill and traumatic injury patients.
- Shall complete, or have completed the Maryland Medical Director’s Orientation Course, or have knowledge of the Maryland EMS System including:
- Applicable laws and regulations
- Maryland Medical Protocols for EMS providers
- Disaster and mass casualty planning
- EMD protocols and procedures
- Medical quality assurance (QA) and quality improvement (QI) processes.
- Shall have basic awareness and operations-level training as it relates to hazardous materials incidents, the National Incident Management System (NIMS), and other applicable training as required by the occupational health and safety regulations of the State of Maryland.
EDUCATION AND EXPERIENCE:
- Graduation from an accredited school of medicine with an M.D. or D.O. (Required)
- Board certified in Emergency Medicine (Required)
- Completion of an Emergency Medicine residency (Preferred)
- Board Certified in EMS (Preferred)
EXPERIENCE:
Residency training completion with 3 years of Emergency Medicine/EMS Experience (must be within the previous 10 years).
PHYSICAL REQUIREMENTS:
Must have the use of sensory skills to effectively communicate and interact with other employees and the public; as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier and fax machine. Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching and handling, pushing, and pulling may be required for completion of duties.
