GENERAL DEFINITION OF WORK:
Direct and supervises highway personnel and provides the safe upkeep of County Highways. Receives direction from the section supervisor and Director of Highways.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:

- Assigns work, i.e., concrete work, drainage, guardrail, bridge, carpentry, etc. Check all utilities before installation of guardrails.
- Order guardrail, pipe, concrete, gabions, etc. as necessary.
- Oversee spraying and mowing for weed control.
- Review drainage projects, installation of guardrail, gabions, bridges, etc. with other supervisors.
- Oversee repair and maintenance of Highway Department buildings.
- Obtain estimates on tree removal and/or trimming.
- Check on condition of roads and drivers during inclement weather.
- Attend final inspections on new roads and bridge projects.
- Check on condition of road signs and repair or replace as necessary.
- Investigate citizen complaints.
- Register and record all gas and diesel tickets.
- Prepare work schedules, record employee vacation, sick, personal leave and overtime records, prepare employee evaluations, listen to first step grievances and attend all second step grievance hearings.
- PC proficient.
- Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES:
- Subject to 24 hours 7/day week call out for emergency road situations.
- Ability to deal with the public in a professional manner.
- Ability to solve problems.
- Ability to supervise the work of others.
EDUCATION AND EXPERIENCE:
- High School Diploma or equivalent.
- Experience in construction and highway maintenance whereas a part of this experience should have been in a supervisory capacity.
- Knowledge and ability to interpret blue prints set forth by Engineers.
A comparable amount of training and experience may be substituted for the minimum qualifications.
PHYSICAL REQUIREMENTS:
Ability to lift 50 pounds max. without mechanical assistance. Work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for depth perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms’ length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The worker is subject to inside and outside environmental conditions. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.
SPECIAL REQUIREMENTS:
Possession of and ability to maintain a valid Class “B” Commercial Drivers’ License for air brake equipped vehicles (or the ability to obtain within 9 months of employment). Those without a valid Class “B” Commercial Drivers’ License will need to obtain a CDL learners permit within 60 days from the date of hire. Training paid and provided upon hire for those who will need to obtain a valid Class “B” Commercial Drivers’ License. Possession of (or the ability to obtain within 1 year of employment and maintain) the following certifications: forklift operator, ATSSA Maryland State Flagger Card, Roadside Tree Care license, Erosion & Sediment Control Certification. Ability to respond 24 hours-a-day, 7 days-a-week for any emergency situation.
