Opioid Restitution Funds (ORF)
About the Fund
Maryland’s Opioid Restitution Fund (ORF), established in 2019, manages settlement funds from opioid-related legal actions. In 2022, the State formed the ORF Advisory Council to guide the responsible and effective use of these funds.
National opioid settlements reached in 2021 and 2022 provide ongoing payments to support efforts addressing the opioid crisis. This epidemic has had devastating impacts. Since 1999, more than one million Americans have died from opioid overdoses, including nearly four individuals per day in Maryland.
State law requires that all ORF funding be used for opioid abatement, supporting evidence-based strategies that reduce opioid use and its impacts. Funds must follow approved guidelines, may not replace existing resources, and must align with Exhibit E, the list of approved opioid remediation uses.
In Washington County, these funds are making a difference close to home by strengthening prevention initiatives, expanding access to treatment and recovery services, and supporting community organizations working alongside individuals and families affected by opioid misuse. The County has established an Ordinance to guide how the funds may be used locally. Through these investments, the Opioid Restitution Fund is helping to restore hope, rebuild families, and create a healthier, stronger community.
