History of the PSTC Training Center
A 1998 report conducted by Buracker and Associates titled, Comprehensive Study of Emergency Fire and Medical Services Delivery for Washington County, Maryland, first discussed the county’s need to establish a consolidated public safety training center. The concept was to establish a single campus that would provide for emergency medical services, fire, law enforcement, and rescue training. In 2001, the Emergency Services Council presented a report that the county should move forward in acquiring land along with planning, designing, and constructing the center. At that time the county appropriated funding in their 10-year Capital Improvement Plan. Since that time, the county has studied the reuse of existing structures as well as considered the acquisition of open land.
In the later part of 2016, the county purchased a total of 48.9 acres of land in central Washington County for $528,000.00. On June 8th, the Board of County Commissioners awarded the contract to Crabtree, Rohrbaugh and Associates, Incorporated for the architectural, engineering, and design services of the new Public Safety Training Center. The project is designed to be constructed over several phases ranging from the main building to other necessary training structures.
The first phase included the site development and construction of the new public safety training center building. The total amount funded in the 10-year Capital Improvement Plan for land acquisition, site development, and phase one construction was 14 million dollars. The phase one construction was completed in the Spring of 2022.
