HAGERSTOWN, MD (April 24, 2025) – Washington County’s 911 Communications Center honored its staff at the annual Tri-State Telecommunicators Awards Ceremony. The Tri-State Telecommunicators Awards Ceremony marked a memorable close to National Public Safety Telecommunicators Week, celebrating the dedication, service, and extraordinary achievements of Washington County 911 staff. The annual event honors the often-unsung heroes behind the scenes—those who serve as the critical first point of contact in emergencies.
Held at the conclusion of the weeklong recognition, this year’s ceremony spotlighted six individuals whose unwavering commitment and professionalism elevate the standard of service in emergency communications.
Career Commitment Award: Warren Royce
Since joining 911 in 2004, before the Washington County 911 Center became a consolidated center, Warren Royce has brought with him a vast wealth of fire dispatch experience. Over the years, he has been instrumental in troubleshooting fire events, ensuring seamless coordination during emergencies. Anytime Warren is on shift, he is the go-to person in the room—especially during major fire incidents. His incredible ability to store transfer unit information in his mind allows him to quickly fill vacant stations with the necessary fire apparatus, keeping emergency responses efficient and effective.
Beyond fire dispatch, Warren is also known as the “river guy,” possessing an unmatched knowledge of river landings and the best routes to access those in need during water-related emergencies. His expertise has been invaluable in ensuring swift and effective responses to incidents on the water. Though training others was never his primary focus, Warren has always stepped up when needed, willingly sharing his knowledge to support his fellow dispatchers. Washington County is proud to have such a dedicated and knowledgeable professional as part of the team, and his contributions have made a lasting impact on the center’s operations.
Dispatcher of the Year: Todd Nesbitt
Washington County 911 is proud to recognize Todd Nesbitt as the Dispatcher of the Year for his outstanding dedication, professionalism, and teamwork. Since joining the center in October 2019, Todd has quickly risen through the ranks, achieving the status of ECS 3, a testament to his mastery of all aspects of 911 operations. His peers consistently praise him for his quick thinking, vast knowledge, and unwavering respect for those he works alongside. While always maintaining professionalism, Todd also brings a lighthearted, goofy side to the center—helping to ease the weight of high-pressure situations with his positive attitude. His ability to balance efficiency with camaraderie makes him an invaluable member of the team.
Beyond his dispatching skills, Todd goes above and beyond to ensure the 911 center is properly staffed, always stepping up when coverage is needed. His willingness to train fellow staff members speaks to his leadership and commitment to strengthening the team. No matter how hectic the shift, Todd never hesitates to answer a ringing 911 phone, always ready to assist those in need. In addition to his dispatching expertise, Todd is also mastering his chef skills, making sure his shift eats well on holidays and other special occasions—a gesture that does not go unnoticed. For years, Tara Buskirk has worked tirelessly behind the scenes to ensure that the Washington County 911 Center is always well-represented at the annual Telecommunicator Banquets.
