Attended Hagerstown Community College and received an Associate’s Degree in Business Administration in 2014. Has been employed with the County for over twenty years, having served since 1997 in the Purchasing Department . Active member of the National Institute of Governmental Purchasing, Inc. (NIGP). Has been a member of Maryland Public Purchasing Association (MPPA) since 1997, and earned his Certified Professional Public Buyer (CPPB) certification in 1999 and his Certified Public Procurement Officers (CPPO) in 2013. Presently serving as a Director for the NIGP local chapter, MPPA.

Brandi J. Naugle, CPPB – Buyer:   Email Brandi
Attended Hagerstown Community College. In 2007 received the professional certification of Certified Professional Public Buyer (CPPB) from the Universal Public Procurement Certification Council (UPPCC). Worked in the private sector as a Purchasing Agent for six years with a Washington County manufacturer. Joined the County Purchasing Department in August of 2003 as a Procurement Specialist II, presently serving as  the county Buyer. Active member of the National Institute of Governmental Purchasing (NIGP) and the Maryland Public Purchasing Association (MPPA). Serving as the committee chair for Information and Research and Editor of the organizations newsletter since 2008 and presently serving as Vice President for the NIGP local chapter, MPPA. Recipient of the 2011 MPPA Distinguished Service Award.

Rachel M. McCarty, Procurement Specialist I:   Email Rachel
Attended Hagerstown Community College.  Began her career with the Washington County Purchasing Department in July of 2009.  Became Procurement Specialist I in February 2018.  In July 2018, she became a member of the local chapter of the National Institute of Governmental Purchasing, Inc. (NIGP): the Maryland Public Purchasing Association, Inc. (MPPA).  Has over nine years of Secretarial, Payroll, Accounts Payable and Customer Service experience with a number of private firms.

Carin M. Bakner - Procurement Specialist II:   Email Carin

Attended Hagerstown Community College and received an Associate’s Degree in Business Administration in 2000.  Attended Shepherd University and received a Bachelor of Science Degree in Business Administration in 2002.  She began employment with the Board of County Commissioners of Washington County, Maryland in 2016 as the Accounts Payable Supervisor in the Budget & Finance Office after working 13 years in the banking community.  She joined the Purchasing Department in May 2018.  As of July 2018, she became a member of the local chapter of the National Institute of Governmental Purchasing, Inc. (NIGP), the Maryland Public Purchasing Association, Inc. (MPPA).

Lisa Brown – Procurement Technician:   Email Lisa

Joined the Board of County Commissioners of Washington County, in the Purchasing Department in May 2018.  She has a varied background of over eighteen years as an Administrative Assistant in the fields of Human Resources, Commercial Banking and legal (including purchasing) within Hagerstown, MD.

Janie Thompson – Procurement Technician:   Email Janie
In 2006, Janie began employment with the Board of County Commissioners of Washington County, Maryland in the Department of Water Quality. She became the Senior Office Associate for Central Services in 2010.  Having worked for a number of private companies in Ohio as well as Maryland, Janie has over 20 years of customer service experience.  She became a Procurement Technician in July 2017.
