GENERAL DEFINITION OF WORK:
Responsible for the overall administration of the industrial wastewater pretreatment program for Washington County in conjunction with federal, state and county environmental regulations.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:

- Assist in the Development, organize and implement of all aspects of the industrial wastewater pretreatment program goals and objectives.
- Monitor, evaluate and enforce compliance with federal, state, and county industrial pretreatment regulations, permits, codes and ordinances.
- Analyze technical information and prepare reports and correspondence to industry, state and federal regulatory agencies.
- Assist in the formulation and modification of county ordinances, codes and regulations relating to the pretreatment program.
- Develop, issue and maintain all industrial wastewater discharge permits.
- Perform and supervise the routine and non-routine inspections and sampling of discharges from industrial and commercial Monitor pretreatment devices and processes discharging industrial wastewater to the sanitary sewer.
- Develop and coordinate manual and computerized record keeping systems to maintain required records and data related to the pretreatment program.
- Investigate reports of unauthorized and/or hazardous discharges, illegal dumping or other violations of environmental control ordinances and Prepare and issue notices of violation and other elevated enforcement actions.
- Coordinate with county staff to initiate legal procedures to enforce pretreatment program compliance.
- Review applications and meet with industry to evaluate industrial wastewater for discharge approval. Provide technical and pollution prevention advice to industry.
- Keep industry and staff apprised of county, state and federal pretreatment program regulations.
- Administer pretreatment program fees.
- Perform related duties and responsibilities as required
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of federal 40 CFR Part 403 pretreatment regulations.
- Knowledge of state and county environmental control regulations, policies, codes and ordinances pertaining to the pretreatment program, hazardous waste and the discharge of industrial wastewater to the sanitary sewer.
- Knowledge of environmental permitting regulations for wastewater discharge.
- Knowledge of environmental sampling, testing and evaluation procedures.
- Knowledge of chemical, biological and mechanical pretreatment devices and processes as they relate to industrial pretreatment.
- Ability to evaluate laboratory test results, identify sources of pollution and recommend appropriate corrective action
- Ability to conduct technical investigations of reported environmental violations, document results and issue appropriate enforcement actions.
- Ability to prepare accurate and complete written reports
- Working knowledge of computers and data management software
- The ability to effectively provide verbal and written communication to industry, regulatory agencies, public, supervisors.
EDUCATION AND EXPERIENCE:
- Bachelor’s degree in environmental science, Biology, Chemistry, Engineering or a related field preferred.
- Four years of experience in industrial wastewater treatment plant operations, environmental inspection, or a related field preferred.
- Two years’ experience as a manager or supervision of a like program
A comparable amount of training and experience may be substituted for the minimum qualifications.
PHYSICAL REQUIREMENTS:
Must have the use of sensory skills as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Must possess the ability to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact. Physical capability to effectively use and operate various items of related equipment, such as, but not limited to basic hand tools, personal computer, calculator, copier, and fax machine. Must be able to withstand significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling. Must be able to lift 100 lbs. Worker is subject to atmospheric conditions, such as odors, noise, inside and outside environmental conditions.
SPECIAL REQUIREMENTS:
