Long Range Strategies

Personnel Costs:

Personnel projects show slight long range increases in operations and maintenance personnel as system size and operational complexity increase. Administrative personnel will decrease as Finance and Engineering personnel are absorbed into existing County Departments for increased efficiency. Fiscal Year 1999 projections establish the Department as required for optimal productivity and program implementation. These changes insure system integrity while reducing the overall budget requirements.

Operating Expenses:

Fiscal Year 1999 operating expenses show a significant overall decrease (15.4%) based on a detailed realistic evaluation of each line item in the operating budget as well as increased operational efficiency. Future increase are based on technology based operational enhancements as required, and increases in system size. Overall system efficiency will increase as needed repairs are accomplished and proactive maintenance programs are fully established.

Capital Outlay:

Capital Outlay expenditures will remain fairly constant throughout the programmed year. The capital outlay program includes an orderly equipment replacement schedule and staggered major rehab/replacement projections. This insures level demand for funding, and a continuous, responsible maintenance program.

Overall:

Departmental efficiency will increase as operational changes continue to be evaluated and preventative/capital maintenance programs continue to be implemented. Future required increase are based on quantative factors including system size and mandated upgrades. County and Departmental goals are being achieved through properly structured management and operational initiatives. The Department has a skilled , dedicated work force committed to a common goal of professionalism and Departmental success. With implementation of the Fiscal Year 1999 recommendations and long range projections, the Department will continue to improve.
