REGULAR SESSION MEETING
September 12, 2002
CALL TO ORDER
Chairperson Scheer called the Regular Session Meeting of the Water and Sewer
Advisory Commission to order at 6:10 p.m. at the Washington County Department of Water Quality, Administration Office, 16232 Elliott Parkway, Williamsport,
Maryland.
ATTENDANCE
A quorum was present including: Chairperson Clarence Scheer, Secretary Bonnie
Parks, Commissioner Ed Renn, Commissioner Scott Schubel, Commissioner Jim
Lemon, Director of Water and Sewer Gregory Murray and Jamie Calandrelle,
Office Associate. Absent Vice-Chairperson Glenn Fishack and County
Commissioner William Wivell.

READING, CORRECTION AND APPROVAL OF MINUTES
Regular Session Minutes – August 22, 2002
Motion made by Commissioner Schubel, seconded by Commissioner Renn, to postpone
approval of minutes as submitted to the next scheduled Advisory Commission
Meeting to be held September 26, 2002.
Unanimously approved.
CITIZEN PARTICIPATION
None.
ADVISORY COMMISSIONER COMMENTS
Commissioner Lemon inquired about the Greater Hagerstown Committee. Director
Murray gave a brief update explaining their mission.
Commissioner Renn inquired about the status of sewer service for several
developers. Director Murray stated Jim Bishop, Deputy Director for Water
and Sewer, attended the City of Hagerstown Council Meeting held August 20,
2002. To date the approval has not taken place.
Chairperson Scheer stated he met with Chris Shank, County Commissioner Wivell
and Commissioner Schubel to discuss issues relative to the Advisory Commission.
Discussion followed.
CONVENE IN CLOSED SESSION
Motion made by Commissioner Schubel, seconded by Commissioner Renn, to convene
in closed session for the purpose of discussion of potential litigation.
Discussion followed.
Unanimously approved.
RECONVENE IN OPEN SESSION
Motion made by Secretary Parks, seconded by Commissioner Renn, to reconvene
in open session. Unanimously approved.
DIRECTOR COMMENTS
Director Murray stated a notice to Highfield water customers explaining the
addition of fluoride to the system was distributed. (Attachment #2)
Director Murray also distributed a copy of the Mandatory Water Conservative
Order for the Mt. Aetna Water System. (Attachment #3)
Director Murray stated USDA Grants in the amount of $1,142,000 were awarded
to Washington County. (Attachment #4)
Director Murray reviewed a letter to Ed Renn from the Public Service Commission
dated September 6, 2002 which states a hearing will be held in the near future.

Director Murray stated a copy of a letter to Clarence Scheer from Mayor Breichner
was distributed. (Attachment #6) Discussion followed.
Project and Summary Report dated 9/10/02 (Attachment #7) – Director Murray
explained this report. He stated the Conococheague BNR Upgrade was a major
project and is complete other than restoration.
Budget Summary – As of 8/31/02 – (Attachment #8) Director Murray reviewed
the status of the revenues and expenditures as of 8/31/02. Discussion followed.
Director Murray stated Mr. Mike Wagoner with Maryland Rural Community Assistance
Project-A Program of The Maryland Rural Development Corporation (MRDC) will
be present at the next scheduled Advisory Commission Meeting to be held September
26, 2002. He wants to discuss services they offer in assisting participating
communities with funding. (Attachment #9)
Director Murray reviewed the Regulations concerning Public Information Act
Requests. (Attachment #10). He stated this is part of the Washington County
Policy and can also be located on Washington County’s web site.
Director Murray discussed the article titled “City, County Spar Over Sewer
Hook-up Costs” as well as e-mails attached. (Attachment #11)
NEW BUSINESS
Director Murray discussed a memo regarding analysis of economic development
dated July 14, 1997 from the Budget and Finance Dept. Discussion followed.

Motion made by Commissioner Schubel, seconded by Secretary Parks to recommend
to the Budget and Finance Department to update this issue and spreadsheets
regarding current information in order to establish accurate allocation.
Unanimously approved.
Chairperson Scheer stated he discussed with County Commissioner Wivell issues
relating to Public Service Commission (PSC). It was decided that Commissioner
Renn and Commissioner Schubel meet with Richard Douglas to review this issue.

ADJOURNMENT
Motion made by Commissioner Schubel, seconded by Secretary Parks to adjourn
at 7:40 p.m.
