CALL TO ORDER
Following the Pledge of Allegiance, Chairperson Diehl
called the Regular Session/Public Meeting of the Water and Sewer Advisory
Commission to order at 6:05 p.m. at the Halfway Fire Hall Social
Room, 17421 Lexington Avenue, Hagerstown, Maryland.
ATTENDANCE
A quorum was present including: Chairperson Christopher
Diehl, Vice-Chairperson Glenn Fishack, Secretary Michael Armel, Commissioner
Gordon Crabb, Commissioner Bonnie Parks, County Commissioner William Wivell,
Gregory B. Murray, Director of Water and Sewer, Jim Bishop, Deputy Director,
Jamie Calandrelle, Office Associate and Julie Pippel, Regulatory
Affairs Coordinator. Absent: Commissioner Ed Renn and Commissioner Steve
Klick (Attachment #1)
READING, CORRECTION AND APPROVAL OF MINUTES
Regular Session Minutes – March 8, 2001
Motion made by Commissioner Crabb, seconded by
Secretary Armel to approve minutes as submitted with approved changes and/or
corrections as recommended.
Unanimously approved.
Regular Session Minutes – April 12, 2001
Due to uncontrolled circumstances, this meeting was cancelled.
CITIZEN PARTICIPATION
Mr. Joseph Eichelberger, 5610 Sharpsburg, Pike, Sharpsburg,
Maryland appeared before the Advisory Commission. He stated he’s in the
process of constructing a home on his property and is being charged a connection
fee which he feels was previously paid. Chairperson Diehl explained to
Mr. Eichelberger his request will be discussed and he will receive written
notification of the Advisory Commission’s recommendation.

ADVISORY COMMISSIONER COMMENTS
Secretary Armel shared with everyone a copy of the public
meeting announcement that was distributed to property owners in the Halfway
area on behalf of Southwest Metropolitan Area Civic Association (S.M.A.C.A.)

Secretary Armel distributed a draft letter addressed to Mr. Hearn for review and discussion. (Attachment #4)
COUNTY COMMISSIONER WIVELL COMMENTS
County Commissioner Wivell stated a second request was
filed with Senator Mikulski’s office. He stated Senator Mikulski is trying
to earmark $4 million toward the biological nutrient removal project. (BNR).
County Commissioner Wivell also stated he spoke with Congressman Roscoe
Bartlett last month regarding the BNR project.
County Commissioner Wivell also inquired about the joint city/county agreement. Director Murray stated it’s currently being reviewed. Discussion followed.
County Commissioner Wivell discussed the pretreatment facility and stated that he recently spoke to Clarence Scheer, former Chairperson of the Water and Sewer Advisory Commission.
Motion made by Secretary Armel, seconded by Commissioner
Parks, to invite Clarence Scheer, former Chairperson of the Water and Sewer
Advisory Commission, to the next advisory commission meeting scheduled
for June 14, 2001 for the importance of discussion of the Pretreatment
Facility.
Unanimously approved.
DIRECTOR COMMENTS
Director Murray stated a copy of the Resolution (Modification
of Water and Sewer Rates (FY 2002) was distributed for their use. (Attachment
#5)
Halfway Inflow and Infiltration Study – Director Murray stated a study has been completed by an engineering firm identifying the areas in the system that have excessive inflow and infiltration. Director Murray also reviewed the project schedule which includes smoke testing in various areas as well as manhole and televised inspections. Discussion followed.
