CALL TO ORDER
Following the Pledge of Allegiance Vice-Chairperson Fishack
called the Regular Session Meeting of the Water and Sewer Advisory Commission
to order at 6:03 p.m. at the Washington County Water and Sewer Department
Administration Office, 16232 Elliott Parkway, Williamsport, Maryland.
ATTENDANCE
A quorum was present including: Vice-Chairperson Glenn
Fishack, Commissioner Bonnie Parks, Commissioner Gordon Crabb, Commissioner
Clarence Scheer, Commissioner Steve Schubel, County Commissioner William
Wivell, Director of Water and Sewer Gregory B. Murray, and Jamie Calandrelle,
Office Associate. Commissioner Ed Renn appeared at 6:45 p.m. Absent:
Chairperson Christopher Diehl. (Attachment #1)
READING, CORRECTION AND APPROVAL OF MINUTES
Regular Session Minutes –October 11, 2001
Motion made by Commissioner Crabb, seconded by Commissioner
Scheer, to approve minutes as submitted with changes and/or corrections.
Motion approved with Commissioner Parks abstaining.
CITIZEN PARTICIPATION
None.
ADVISORY COMMISSIONER COMMENTS
Commissioner Parks discussed the procedures for notifying
advisory commission members regarding terms expiration dates. Discussion
followed.
Vice-Chairperson Fishack welcomed Commissioner Schubel to the meeting and invited everyone to introduce themselves to Mr. Schubel.
It was the concensus of the Advisory Commission Members to send Michael Armel a thank you letter for his appreciation and endeavors.
Commissioner Scheer stated a meeting has been set with U.S. Filters on November 30, 2001 at 11:00 a.m. Discussion followed.
Commissioner Schubel inquired about background information regarding the Water and Sewer Department. Director Murray gave a brief history of the plants we maintain and stated we have a website with valuable information as well. Discussion followed.
COUNTY COMMISSIONER WIVELL COMMENTS
County Commissioner Wivell stated the County received
$121,000 from the City of Hagerstown for purchase of the line at the YMCA.
County Commissioner Wivell also stated the $500,000 contribution of grant money is earmarked for the BNR upgrade. Discussion followed.
County Commissioner Wivell also stated the State did approve 550,000 gallons in allocations regarding the City of Hagerstown. Discussion followed.
DIRECTOR COMMENTS
CIPF Revenue (October, 2001 total) (Attachment #2) Director
Murray reviewed this report and
stated the revenue for the month of October was $58,831.
The Pretreatment Fund as of October 30, 2001 is on the back of this report.
Discussion followed.
Budget Summary – As of 10/31/01 (Attachment #3) – Director Murray reviewed the report which shows the budget year is 33% complete. Discussion followed.
Project and Summary Report and Status Reports dated 11/5/01 (Attachment #4) - Director Murray discussed the BNR project which is 97% complete at this time. Discussion followed
Commissioner Scheer inquired about Homeland Security measures in Washington County. Director Murray stated emergency procedures have been in place. Due to an incident Halloween evening regarding the Sharpsburg Water Tower, emergency measures were taken to maintain the tower security and any necessary modifications were made to protect the water system.
NEW BUSINESS
Motion made by Commissioner Crabb, seconded by Commissioner
Scheer to appoint Bonnie Parks as secretary to the Advisory Commission.
Unanimously approved.
