CALL TO ORDER
Chairperson Diehl called the Regular Session Meeting of the Water and Sewer Advisory Commission to order at 6:03 p.m. at the Washington County Water and Sewer Department Administration Office, 16232 Elliott Parkway, Williamsport, Maryland.
ATTENDANCE
A quorum was present including: Chairperson Christopher Diehl, Vice-Chairperson Glenn Fishack, Commissioner Gordon Crabb, Commissioner Bonnie Parks, Commissioner Ed Renn, Commissioner Steve Klick, County Commissioner William Wivell, Gregory Murray, Director of Water and Sewer and Jamie Calandrelle, Office Associate IV. Secretary Armel arrived at 7:10 p.m.(Attachment #1)
READING, CORRECTION AND APPROVAL OF MINUTES

Motion made by Vice-Chairperson Fishack, seconded by Commissioner Parks
to approve minutes as submitted with changes and/or additions as requested.

Motion made by Commissioner Parks, seconded by Commissioner Crabb to
approve minutes as submitted with changes and/or additions as requested.
Unanimously approved.

ADVISORY COMMISSION COMMENTS
Commissioner Crabb stated he would like the Water and Sewer Department retain any actual revenue that is occurring when a water and sewer project is completed under projected amounts. Discussion followed.
Commissioner Klick shared a newspaper article in reference to the YMCA.

Commissioner Parks distributed a packet titled "Washington County Delegation Public Hearing" (Attachment #4) that was given out at the public hearing held on February 12, 2000. A copy of her speech written by Secretary Armel is attached. She also stated for the benefit of the audience that the Water and Sewer Advisory Commission is appointed by the Board of County Commissioners. (Attachment #5)
Election of Officers - It was the consensus of the advisory commission to retain all officers as previously elected by the Advisory Commission.
Vice-Chairperson Fishack stated he received a telephone call from the Cascade area in reference to an odor complaint in their water system. He contacted Director Murray and within two hours was notified that water and sewer department personnel had researched the complaint. He complimented the department on an efficient response time.
COUNTY COMMISSIONER WIVELL COMMENTS
County Commissioner Wivell stated he is working on a letter to the senators about the possibility of getting federal assistance for the Conococheague Wastewater Treatment Plant BNR Upgrade.
He also stated he is working on receiving payment relating to the closure of Fort Ritchie. Discussion followed.
County Commissioner Wivell commented the issue of payment to board members has recently been discussed. It has been recommended that the Water and Sewer Advisory Commission board no longer be paid effective July 1, 2000.
DIRECTOR COMMENTS
CIPF Revenue Projected & Actual 6/99 to 6/00 - (February Total) (Attachment #6) Director Murray stated 50% of the flow that came into the facility last month was leachate. Discussion followed.
Director Murray stated the Board of County Commissioners Meeting Schedule has been changed. The March 14, 2000 water and sewer budget presentation date has been consolidated with the March 21, 2000 water and sewer proposed rate setting from 1:00 to 4:00 p.m.
Commissioner Crabb inquired about reviewing the proposed rate settings. After discussion, County Commissioner Wivell stated he would inquire about the possibility of having that meeting date, March 21, 2000 postponed one week. Discussion followed.
Commissioner Crabb stated he would like to go on record that in the past the advisory commission has had time to review the water and sewer rates and feels that is one of the functions of the advisory commission.

UNFINISHED BUSINESS
Secretary Armel distributed a packet titled "Table 6-5 Wastewater Utility Projected Average Active Accounts". (Attachment #7) He referred to page 4 titled "Table 7-2 Wastewater Utility Development of Unit Costs of Service Test Year 1997" column 6A. He explained how the volume factor would generate the same dollar revenue. Discussion followed.

adjourn at 8:40 p.m.
