CALL TO ORDER
Chairperson Diehl called the Regular Session Meeting of the Water and Sewer Advisory Commission to order at 6:05 p.m. at the Washington County Water and Sewer Department Administration Office, 16232 Elliott Parkway, Williamsport, Maryland.
ATTENDANCE
A quorum was present including: Chairperson Christopher Diehl, Secretary Michael Armel, Commissioner Glenn Fishack, Commissioner Bonnie Parks, Commissioner Ed Renn, Commissioner Steve Klick, County Commissioner William Wivell, Gregory Murray, Director of Water and Sewer and Jamie Calandrelle, Office Associate IV. Absent: Commissioner Gordon Crabb (Attachment #1)
READING, CORRECTION AND APPROVAL OF MINUTES
Regular Session Minutes - January 20, 2000
Motion made by Commissioner Parks, seconded by Secretary Armel, to
approve minutes as submitted with changes and/or additions as requested.
Unanimously approved.
CITIZEN PARTICIPATION

ADVISORY COMMISSION COMMENTS
Secretary Armel inquired about listing budget document attachments that are a part of the advisory commission minutes on the Water and Sewer Department web site. Director Murray stated he would research that issue.
Secretary Armel stated he received the FY2000 printout of the model run generated. He stated he will be extracting some of that information and present an update at the next advisory commission meeting.
Commissioner Klick stated he has reviewed the cost of service issue
and wanted to speak
his opinion for the record. He recommended should the results of Secretary
Armel's report show that a change is necessary that the whole study not
be amended for that change but the change be made as a matter of judgement
when you're applying the results of a separation study to your rate design.
He also recommended that you leave the cost of service as is and use the
it to support to make a change but not change the study itself.
Commissioner Parks stated she received a telephone call from Delegate Bob McKee. She stated a public hearing will be held February 12, 2000 at South Hagerstown High School from 10:00 a.m. until 11:30 a.m. Discussion followed.
It was the consensus of the advisory commission that a statement be prepared by Secretary Armel and presented at this public hearing in representation of the advisory commission. Commissioner Parks volunteered to be the spokesperson.
COUNTY COMMISSIONER COMMENTS
County Commissioner Wivell stated he also will be attending the hearing scheduled for February 12, 2000. He stated several issues that will be discussed are the hotel/motel tax, the gaming fund, the pretreatment fund as well as the stadium issue. Discussion followed.
County Commissioner Wivell stated M. A. Bongiovanni, Inc. of Syracuse, New York was awarded the bid for construction of the BNR Upgrade at Conococheague Wastewater Treatment. Discussion followed.
DIRECTOR COMMENTS
Director Murray reviewed the Board of County Commissioners Meeting Schedule. (Attachment #3)
Director Murray stated he received a letter from St. James School commending the employees for their assistance. (Attachment #4)
Concocheague Wastewater Treatment Plant BNR Upgrade - Director Murray distributed a letter from John Burnsworth, Project Manager for GMB stating the low bidder as being M. A. Bongiovanni in the amount of $5,990,800.00. Also attached is a breakdown of the bid tabulation. (Attachment #5)
Project & Summary Report for February 10, 2000 - Director Murray distributed this report for their use and review. Discussion followed. (Attachment #6)
UNFINISHED BUSINESS
Name Change - It was mentioned at the Board of County Commissioners Meeting held Tuesday, February 8, 2000 that the resolution is in the process of being revised and is in the hands of the county attorneys office.
