REGULAR SESSION MEETING
OCTOBER 28, 1999

CALL TO ORDER

Chairperson Christopher Diehl called the Regular Session Meeting of the Water and Sewer Advisory Commission to order at 6:04 p.m. at the Washington County Water and Sewer Department Administration Office, 16232 Elliott Parkway, Williamsport, Maryland.

ATTENDANCE

A quorum was present including: Chairperson Christopher Diehl, Commissioner Bonnie Parks, Secretary Michael Armel, Commissioner Gordon Crabb, Jim Bishop, Operations Coordinator and Jamie Calandrelle, Office Associate. County Commissioner William Wivell arrived at 6:45 p.m. Absent were Commissioner Ed Renn, Commissioner Glenn Fishack, Commissioner Steve Klick, Gregory Murray, Director of Water and Sewer Department.

READING, CORRECTION AND APPROVAL OF MINUTES

Regular Session Minutes - October 14, 1999
Motion made by Commissioner Parks, seconded by Secretary Armel to postpone approval of minutes until the next advisory commission to be held at November 4, 1999.
Unanimously approved.

CITIZEN PARTICIPATION

ADVISORY COMMISSIONER COMMENTS

Secretary Armel referred to his packet "Sewer Rates Methodology" (Attachment #9 10/14/99 Advisory Commission Minutes). Discussion followed.

It was recommended November 4, 1999 Advisory Commission Meeting would be dedicated to discussion regarding the Sewer Rates Methodology.

Commissioner Crabb referred to the Budget Summary As of 9/30/99 (Attachment #4 - 10/14/99 Advisory Commission Minutes). Discussion followed.

Commissioner Crabb inquired about the Consolidated City/County Services Laboratory Proposal (Attachment #8 8/12/99 Advisory Commission Minutes). Operations Coordinator Bishop stated a decision has not been made regarding finalization.

OPERATIONS COORDINATOR

Project & Summary Report dated October 28, 1999 (Attachment #3) - Operations Coordinator Bishop reviewed this report. Commissioner Crabb inquired about the City/County Connector Force Main. Discussion followed.

UNFINISHED BUSINESS

James Coyle, 14431 MacAfee Hill Road, Cascade, Maryland attended the October 14, 1999 advisory commission meeting and requested waiver of $150.00 fee for disconnection due to nonpayment.

Motion made by Commissioner Parks, seconded by Secretary Armel, to deny Mr. Coyle's request in the absence of documents and in accordance with existing water and sewer service policies.
Unanimously approved.

ADJOURNMENT

Due to the lack of a quorum present, no further business was conducted. Motion made by Commissioner Crabb, seconded by Commissioner Parks to adjourn at 7:35 p.m.
