REGULAR SESSION MEETING
OCTOBER 14, 1999

CALL TO ORDER

Chairperson Christopher Diehl called the Regular Session Meeting of the Water and Sewer Advisory Commission to order at 6:08 p.m. at the Washington County Water and Sewer Department Administration Office, 16232 Elliott Parkway, Williamsport, Maryland.

ATTENDANCE

A quorum was present including: Chairperson Christopher Diehl, Commissioner Bonnie Parks, Commissioner Ed Renn, Secretary Michael Armel, Commissioner Steve Klick, County Commissioner William Wivell, Gregory Murray, Director of Water and Sewer and Jamie Calandrelle, Office Associate. Absent was Commissioner Gordon Crabb.

READING, CORRECTION AND APPROVAL OF MINUTES

Regular Session Minutes - August 12, 1999
Motion made by Commissioner Parks, seconded by Commissioner Klick to amend the minutes as submitted with changes and/or additions.
Unanimously approved.

Regular Session Minutes - September 9, 1999
Motion made by Commissioner Parks, seconded by Commissioner Klick to amend the minutes as submitted with changes and/or additions.
Unanimously approved.

CITIZEN PARTICIPATION

(Attachment #2)
Mr. James Coyle, 14431 MacAfee Hill Road, Cascade, Maryland stated he received a late notice regarding his water/sewer bill. (Attachment #3) A disconnect letter was sent due to nonpayment and service was disconnected. He has been charged a disconnect/reconnect fee of $150.00 and is requesting waiver of that fee. He stated his check was mailed but the budget and finance department has not received it. Discussion followed. He was advised a decision would be made regarding waiver of $150.00 fee at the next scheduled advisory commission meeting October 28, 1999.

Dave Rosage, 2207 229th Street, Pasadena, Maryland requested to appear before the advisory commission. (Attachment #10) He presented a proposal for the creation of Antietam Community Foundation (a non-profit organization) (Attachment #11). He stated one of the goals for ACF would be to help subsidize user rates for Washington County. He also distributed a magazine regarding Nutrition for Life (Attachment #12) Discussion followed.

ADVISORY COMMISSIONER COMMENTS

Commissioner Renn stated that he met with Clarence Scheer, County Commissioner Bill Wivell and Senator Don Munson to discuss the advisory commission's mission as well as other water and sewer issues for informational purposes.

Secretary Armel distributed an informational packet titled "Sewer Rates Methodology" for discussion purposes.(Attachment #9) He stated he would like to discuss this information at the next advisory meeting to be held October 28, 1999.

DIRECTOR COMMENTS

Budget Summary As of 9/30/99 (Attachment #4) - Director Murray reviewed the Budget Summary and stated this office has received $206,000 in allocation fees in four (4) days. Discussion followed.
Director Murray distributed the CIPF Revenue Projected & Actual 6/99 to 6/00 (Attachment # 5). He stated the red dotted line is the break even point for fiscal year 2000. Discussion followed.

Debt Summary by Funds packet (Attachment #6) - Director Murray discussed the entire packet relating to the water and sewer outstanding debts.

Resolution Amending the Sewer Service Policy for Washington County, Maryland (Attachment #7) - Director Murray stated this Resolution is in reference to the request made by the Advisory Commission relating to the property owners in Highfield as discussed in the August 12, 1999 Advisory Commission Meeting. This Resolution will be going to public meeting November 2, 1999 at 10:15 a.m.

Consumer Confidence Reports - Water Quality Reports - (Attachment #8) This information is requested by Environmental Protection Agency by October 19, 1999. Each water system is required to complete and submitted by October 19, 1999 which gives you information regarding the source of your drinking water as well as the quality of your drinking water. It reflects general ranges for standard testing and states any violations in you drinking water system. This information is being hand delivered to all water systems and is also included on our website.
