CALL TO ORDER

Chairperson Scheer called the Regular Session Meeting of the Water and Sewer Advisory Commission to order at 6:09 p.m. at the Washington County Water and Sewer Department Administration Office, 16232 Elliott Parkway, Williamsport, Maryland.

ATTENDANCE

A quorum was present including: Chairperson Clarence Scheer, Commissioner Bonnie Parks, Commissioner Ed Renn, Commissioner Glenn Fishack, Secretary Michael Armel, Gregory Murray, Director of Water & Sewer Operations, Jamie Calandrelle, Office Associate. Absent: Commissioner Gordon Crabb, Commissioner Christopher Diehl.

Other Attendees: Gary Rohrer, Director of Public Works; Bill Wivell, County Commissioner, James LaFleur, Pen Mar Development Corporation.

CITIZEN PARTICIPATION

Chairperson Scheer welcomed Mr. James LaFleur (Pen Mar Development Corporation) to the meeting. Mr. LaFleur explained his position and gave a brief history of Pen Mar Development . Several items were discussed including allocations.

READING, CORRECTION AND APPROVAL OF MINUTES

Regular Session Minutes - February 11, 1999

Motion made by Commissioner Parks, seconded by Commissioner Fishack to approve minutes as submitted. After further discussion, Motion made by Commissioner Armel, seconded by Commissioner Renn to amend the original motion and to approve those minutes with noted additions and/or changes.

Unanimously approved.

Regular Session Minutes - February 25, 1999

Motion made by Commissioner Parks, seconded by Commissioner Fishack to accept minutes as submitted. After further discussion, Motion made by Commissioner Armel, seconded by Commissioner Renn to amend the original motion and to approve those minutes with noted additions and/or changes.

Unanimously approved.
 
 

DIRECTOR COMMENTS

Director Murray presented two handouts; Washington County Water and Sewer Funds, Revenue Increase Options with Ending Cash Projections - Water Fund and Washington County Water and Sewer Funds, Revenue Increase Options with Ending Cash Projections - Sewer Fund. (Attachment #2) He explained all of the options and how the options would unfold in the outyears including the year 2009 which shows the excess/shortfall projected end result.

After further discussion Motion made by Commissioner Renn, seconded by Armel to recommend Water Fund Recommendation Option 2 regarding revenue increases.

Unanimously approved.

Motion made by Commissioner Parks, seconded by Commissioner Renn to recommend Sewer Fund Recommendation Option 8 regarding revenue increases.

Unanimously approved.

Director Murray also distributed a package of handouts:

- Summary of Distribution of Accounts - Sewer & Water

- Schedule of Possible Sewer Rates for 1998/1999

- Examples of Residential, Multi-Unit Residential, Commercial II Water & Sewer Bills for Six Scenarios of Rates

- Schedule of Possible Water Rates for 1998/1999

- Examples of Multi-User Residential Water Bills for Six Scenarios of Rates

Director Murray explained the various scenarios showing the difference between the account basis and EDU basis. Discussion followed. The Advisory Commission concurred to meet at Thursday March 18, 1999 at 3:30 p.m. at the County Administration Building Conference Room before meeting with the Board of County Commissioners.

ADVISORY COMMISSIONER COMMENTS

Chairperson Scheer stated regarding the rates he would like to see three (3) scenarios:

1) 2.3% across the board

2) 2.3% only in overage rate

3) 2.3% w/10,000 gallons minimum.

Motion made by Commissioner Parks, seconded by Commissioner Renn to ask Richard Douglas, County Attorney, to review the legality of departing from current method of rate setting.

Unanimously approved.

ADJOURNMENT

Motion made by Commissioner Armel, seconded by Commissioner Fishack to adjourn at 9:20 p.m.

Unanimously approved.
