CALL TO ORDER
Vice-Chairperson Diehl called the Regular Session Meeting of the Water and Sewer Advisory Commission to order at 6:07 p.m. at the Washington County Water and Sewer Department Administration Office, 16232 Elliott Parkway, Williamsport, Maryland.
ATTENDANCE
A quorum was present including: Vice -Chairperson Christopher Diehl, Commissioner Bonnie Parks, Commissioner Ed Renn, Commissioner Glenn Fishack, Secretary Michael Armel, Commissioner Gordon Crabb, County Commissioner William Wivell, and Jamie Calandrelle, Office Associate. Absent was Clarence Scheer, Chairperson and Gregory Murray, Director of Water and Sewer Operations.

READING, CORRECTION AND APPROVAL OF MINUTES
Regular Session Minutes - May 13, 1999
Motion made by Commissioner Armel, seconded by Commissioner Crabb to approve the minutes as submitted with corrections and/or additions as requested.
Unanimously approved.
CITIZEN PARTICIPATION
None.
ADVISORY COMMISSIONER COMMENTS
Executive Board Status: Motion made by Commissioner Fishack, seconded by Commissioner Crabb to appoint Vice-Chairperson Diehl to Chairperson, for term until next election in January, 2000.
Unanimously approved.
Motion made by Commissioner Renn, seconded by Commissioner Crabb to appoint Commissioner Fishack as Vice-Chairperson and Secretary Armel to remain Secretary, for term until next election in January, 2000.
Unanimously approved.
Motion made by Commissioner Renn, seconded by Secretary Armel to recommend to the Board of County Commissioners Steve Klick as a candidate as suggested by County Commissioner Wivell to fill the vacant position on the Water and Sewer Advisory Board. County Commissioner Wivell noted he had reviewed the file of interested individuals. Approved on vote of four (4) for, one (1) abstaining.
Commissioner Fishack would like an update at our next scheduled meeting to be held July 8, 1999 regarding the Town of Smithsburg issues brought up in the Herald Mail stating "Smithsburg wants to build their own sewer plant." County Commissioner Wivell stated he would contact the Town of Smithsburg regarding that issue.
It was decided among the Advisory Commission that two (2) sessions should be held:
- A workshop to understand the model
- For Advisory Commissioners to present Secretary Armel’s proposal to BOCC.
Secretary Armel stated at the last Joint Meeting County Commissioner Snook asked questions relating to sludge application. Commissioners Fishack and Armel suggested the sludge application issue should be addressed, especially relative to the recently issued proposed state nutrient management regulations, at our next scheduled meeting to be held July 8, 1999.
Commissioner Renn inquired about grant money in reference to a newspaper article where Mr. Richard C. Mike Lewin, secretary of the Maryland Department of Business and Economic Development, addressed this issue. Discussion followed.
EDC Joint Meeting - It was decided among all Advisory Commissioners present that July 12, 1999 would be the meeting date with EDC.
Secretary Armel inquired about any agreements regarding surcharges for serving out of county areas. Discussion followed.
DIRECTORS COMMENTS
Project Status Reports - (Attachment # 2) Office Associate Calandrelle distributed the project status reports for their review. Discussion followed. Comments and/or questions will be addressed at the next scheduled meeting to be held July 8, 1999.
ADJOURNMENT
Motion made by Commissioner Parks, seconded by Commissioner Crabb to adjourn at
7:45 p.m.
Unanimously approved.
