CALL TO ORDER

Vice-Chairperson Diehl called the Regular Session Meeting of the Water and Sewer Advisory Commission to order at 6:05 p.m. at the Washington County Water and Sewer Department Administration Office, 16232 Elliott Parkway, Williamsport, Maryland.

ATTENDANCE

A quorum was present including: Commissioner Bonnie Parks, Commissioner Gordon Crabb, Commissioner Ed Renn, Commissioner Glenn Fishack, Secretary Michael Armel, Gregory Murray, Director of Water & Sewer Operations, Jamie Calandrelle, Office Associate. Absent: Chairperson Clarence Scheer.

Other Attendees: Gary Rohrer, Director of Public Works; Bill Wivell, County Commissioner; Rick Thomas, Director of Water Pollution Control, Bill Breichner, Councilman/City of Hagerstown, Kellar Smith, Warrenfeltz Lane, Hagerstown. (Attachment #1)

CITIZEN PARTICIPATION

Warrenfeltz Lane - Hagerstown, MD - Mr. Kellar Smith - On behalf of the residents of Warrenfeltz Lane, Mr. Smith thanked Mr. Bill Breichner, Commissioner Fishack and everyone else involved for accomplishing the increase in water pressure in his area.

CONVENE IN CLOSED SESSION

Motion was made by Commissioner Parks, seconded by Commissioner Renn to convene in closed session due to contract discussions.

RECONVENE IN REGULAR SESSION

Motion made by Commissioner Fishack, seconded by Commissioner Armel to reconvene in regular session.

Unanimously approved.

Motion was made by Commissioner Crabb, seconded by Commissioner Fishack, that the Advisory Commission recommends to the Board of County Commissioners of Washington County the concepts and specifics for joint city/county cooperation as presented in closed session at this February 11, 1999 meeting.

Unanimously approved.

Director Murray thanked Rick Thomas, Director of Water Pollution Control and Bill Breichner, Councilman, City of Hagerstown, for attending and stated the Joint Session is scheduled for February 16, 1999 at 4:00 p.m.

READING, CORRECTION AND APPROVAL OF MINUTES

Regular Session Minutes - January 7, 1999

Motion made by Secretary Armel, seconded by Commissioner Crabb, to approve minutes as submitted with the following changes:

1. Page 2 - 5th Para. - Change to read, "Director Murray stated he received a copy of a letter from Rick Thomas, Water Pollution Control/City of Hagerstown to the design engineer regarding the Centre at Hagerstown, a development west of I-81 and north of U.S. Route 40. Its content indicates certain reasonable and cooperative aspects for service into the future for this area. Discussion followed.

2. Page 2 - Rowland Ridge Subdivision (Frederick Co., MD) - Change Motion to read as follows: Motion was made by Commissioner Armel, seconded by Vice-Chairperson Diehl, to recommend to the Board of County Commissioners to agree to allow extension of service to subject development based on their deliberations and discussions and the proposed rates dated 12/3/98 (Attachment #3) as may be updated as necessary by the County staff, subject to any additional requirements of the County Attorney. Motion was approved by four (4) advisory commission members, (Armel, Diehl, Fishack and Renn) with two (2) advisory commission members opposed (Crabb and Parks).

Unanimously approved.

Regular Session Minutes - January 21, 1999

Motion was made by Commissioner Armel, seconded by Commissioner Renn, to approve minutes as submitted with the following changes:

1. Page 1 - Advisory Commissioner Comments change to read, Commissioner Armel distributed a packet of information prepared by the City of Hagerstown and distributed at the 1/19/99 Joint Meeting between the Board of County Commissioners/City of Hagerstown Mayor & Council.(Attachment #1) The City requests a tax set-off of approximately $5 million; Worksheet #10 itemizes one item as a basis for the set-off as Water and Sewer Operating Transfer. Discussion followed.

2. Page 2 - Advisory Commissioner Comments - Add after Attachment #2. An ad hoc committee of Advisory Commissioners Armel, Diehl and Renn are to brief County Commissioner Wivell. Discussion followed.

3. Page 3 - Unfinished Business - Add the sentence, The Advisory Commission complimented Director Murray and his staff, and expressed the consensus that other items at issue as enumerated in their 12-17-98 meeting remain outstanding.

Unanimously approved.
 

ADVISORY COMMISSIONER COMMENTS

Commissioner Crabb stated he will be absent at next meeting scheduled for February 25, 1999.

Environmental Liability - Commissioner Armel asked if the county is self insured regarding contraction operations. Director Murray stated the county is self insured.

DIRECTOR COMMENTS

Director Murray discussed the packet of information that was distributed to everyone which included the following: Tax Rebate - Fiscal Year 1999, Notes and Bonds Payable, Long-Term Debt, and Allocation of Bonds Proceeds - Utility Funds. Discussion followed.

Town of Smithsburg - Director Murray also stated that a meeting is still being pursued with the Mayor of Smithsburg regarding the proposed Beaverbrook Project.

Grove and Britner Avenue, Williamsport, MD - Director Murray stated this project is complete with the exception of the as-builts.

Boil Water Advisory Notice (Mt. Aetna area) - Director Murray stated the Notice should be lifted

Friday, February 12, 1999.

UNFINISHED BUSINESS

User Rates - Commissioner Armel distributed a handout titled User Rates - FY 2000 (Attachment #2) Discussion followed.

Jefferson Blvd. Corridor/Rolling Hills Subdivision -Commissioner Armel distributed a handout titled Holiday Acres/Beaverbrook Sewer projects. (Attachment #3) Discussion ensued. Motion was made by Secretary Armel, seconded by Commissioner Crabb, recommending to the Board of County Commissioners the reconsideration of providing service based on the original BCM study of the Jefferson Blvd. Corridor/Rolling Hills service area.

Unanimously approved.

ADJOURNMENT

Motion made by Commissioner Crabb, seconded by Commissioner Fishack to adjourn at 9:55 p.m.
