CALL TO ORDER
Chairperson Scheer called the Regular Session Meeting of the Water and Sewer Advisory Commission to order at 6:12 p.m. at the Washington County Water and Sewer Department Administration Office, 16232 Elliott Parkway, Williamsport, Maryland.
ATTENDANCE
A quorum was present including: Chairperson Clarence Scheer, Commissioner Bonnie Parks, Commissioner Ed Renn, Commissioner Glenn Fishack, Secretary Michael Armel, Gregory Murray, Director of Water & Sewer Operations, Jamie Calandrelle, Office Associate. Commissioner Crabb and Vice-Chairperson Diehl were absent.
READING, CORRECTION AND APPROVAL OF MINUTES
Regular Session Minutes - March 11, 1999
Motion made by Commissioner Parks, seconded by Commissioner Armel to approve the minutes as submitted.
Unanimously approved.
Regular Session Minutes - March 25, 1999
Motion made by Commissioner Parks, seconded by Commissioner Fishack to approve the minutes as submitted.
Unanimously approved.
CITIZEN PARTICIPATION
None.
ADVISORY COMMISSIONER COMMENTS
Chairperson Scheer distributed a report that was given to the Board of County Commissioners titled "Debt-General Fund-Pretreatment" and "Rate Methods"(Attachment #1). He referred to the fiscal year 2000 as well as projected years. Discussion followed.
DIRECTOR COMMENTS
Director Murray stated the Internet web site for the Water and Sewer Department shows only the last two current advisory commission meeting minutes. Previous minutes are now archived and are still accessible. He also mentioned the county government web site has been improved.
Project Status Reports - (Attachment #2) Director Murray reviewed the entire packet explaining the budgeted amounts, expended to date and current status on various projects. Discussion followed.
Habitat for Humanity - Director Murray stated he received copy of a written request addressed to Mr. Rod Shoop from Habitat for Humanity (Attachment #3). They are requesting waiver of service connection fees and construction permit fees. Discussion followed. Motion made by Commissioner Renn, seconded by Commissioner Parks to deny their request. Although the advisory commission recognizes the efforts and accomplishments that Habitat for Humanity displays, they feel that waiver of fees should not be supported by the users of the water and sewer fund.
Unanimously approved.
NEW BUSINESS
Commissioner Armel distributed a handout titled "Proposal for Rates for Full Service Customers"
(Attachment #4). Discussion followed. Motion made by Commissioner Fishack, seconded by Commissioner Parks to present the Proposal for Rates for Full Service Customers to the Board of County Commissioners.
Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Parks, seconded by Commissioner Fishack to adjourn at 7:30 p.m.
