CALL TO ORDER
Chairperson Scheer, the presiding officer, called the Regular Session Meeting of the Water and Sewer Advisory Commission to order at 6:10 p.m. at the Washington County Water and Sewer Department Administration Office, 16232 Elliott Parkway, Williamsport, Maryland.
ATTENDANCE
A quorum was present including: Chairperson Scheer, Vice-Chairperson Diehl, Commissioners Parks, Fishack, and Renn, Greg Murray, Director of Water & Sewer Operations, and Jamie Calandrelle, Office Associate IV.
Secretary Armel and Commissioner Crabb were absent.

READING, CORRECTION, AND APPROVAL OF MINUTES
Regular Session Minutes - September 10, 1998
Motion made Commissioner Parks, seconded by Commissioner Fishack to
accept minutes with revised corrections to pages three and four. Unanimously
approved.
ADVISORY COMMISSIONER COMMENTS
Chairperson Scheer welcomed the property owners to the meeting and asked them to voice their concerns. Their main concern is that there is very little water pressure serving at least twelve property owners as well as the Robinwood Church of God. They feel that the 2" water line needs to be replaced. It was also determined that all houses are metered by the City of Hagerstown. Chairperson Scheer recommended to the property owners that Commissioner Renn talk with Bill Breichner and ask him for guidance regarding their situation. Chairperson Scheer also stated a formal position relative to recommendations will be discussed at the next Advisory Meeting. Commissioner Parks advised the property owners to attend the Mayor and Council meeting to voice their concerns.
DIRECTOR COMMENTS
Director Murray introduced Jamie Calandrelle as the candidate that was recommended for the Office Associate IV position. He stated that she has been employed with the Water and Sewer Department since 1989 working directly for him in his capacity as Supervisor of Facilities. This recommendation will be presented at the next County Commissioners meeting for approval.
Director Murray presented the Tentative Operating Results FY 1998. (Attachment #2) He referred to the Water and Sewer Funds report which states "Operating results are on target with the commissioners long-range financial plan." Discussion continued. He also referred to the Capital Improvement Program report where it indicates "Water and Sewer - No borrowing for the third year in a row."
NEW BUSINESS
Chairperson Scheer presented a letter drafted by Mike Armel addressed to the Public Service Commission of Maryland. (Attachment #3) He stated that the contact person will be Ed Renn.
Director Murray distributed a copy of the water and sewer rates for the City of Hagerstown dated September 22, 1998. (Attachment #4)
ANNOUNCEMENTS
The next Regular Session Meeting of the Advisory Commission is slated to be held on Thursday, October 22, 1998 at 6:00 p.m. at the Public Works Annex Building, 16232 Elliott Parkway, Williamsport, Maryland.
ADJOURNMENT
Motion made by Commissioner Renn, seconded by Commissioner Parks to
adjourn at 7:30 p.m.
