CALL TO ORDER
Chairperson Scheer, the presiding officer, called the Regular Session Meeting of the Water and Sewer Advisory Commission to order at 6:04 p.m. at the Washington County Water and Sewer Department Administration Office, 16232 Elliott Parkway, Williamsport, Maryland.
ATTENDANCE
A quorum was present including: Chairperson Scheer, Vice-Chairperson Diehl, Commissioners Parks, Commissioner Crabb, Secretary Armel, Greg Murray, Director of Water & Sewer Operations, and Jamie Calandrelle, Office Associate IV.
Commissioner Fishack and Commissioner Renn were absent.

READING, CORRECTION, AND APPROVAL OF MINUTES
Regular Session Minutes - October 8, 1998
Motion made by Vice- Chairperson Diehl, seconded by Commissioner Parks to accept minutes. Unanimously approved.
ADVISORY COMMISSIONER COMMENTS
Chairperson Scheer welcomed the property owners to the meeting and asked them to voice their concerns. Mr. and Mrs. Rice presented to the commission a packet. (Attachment #2) Their main concern is they are requesting the sewer line to be relocated in order to build a garage. Discussion followed. Motion made by Commissioner Crabb, seconded by Secretary Armel requesting Director Murray to develop the cost to comply with their request, including pursuing approval. Unanimously approved.
Chairperson Scheer then invited Mr. and Mrs. May to speak. They are requesting a reduction of hookup fees. They currently owe $11,000 by November 4, 1998. She has submitted letters requesting available funds to help pay the hookup fee. (Attachment #3) Discussion followed. Chairperson Scheer advised Mr. and Mrs. May that a decision will be made at the next Advisory Commission Meeting which will be held November 5, 1998 at 6:00 p.m.
Chairperson Scheer presented to the Advisory Commission a letter he received from Richard and Shari Metzger (Attachment #4). They are requesting an extension for connection fees. Director Murray stated that the were told by telephone that a recommendation will be made at the next Advisory Commission meeting.
DIRECTOR COMMENTS
Director Murray presented to the commission the Revenue Report and Budget Balance Report dated 10/1/98. (Attachment #5). Discussion followed. He also presented a Week to Week Summary Report regarding Spirit Report.
UNFINISHED BUSINESS
Chairperson Scheer informed everyone that Commissioner Renn discussed Warrenfeltz Lane with Bill Breichner, Councilman, City of Hagerstown, and that the only problem with replacing the pipe was that they have not been able to secure a right-of-way across the property. Chairperson Scheer requested Jamie Calandrelle, Office Associate, to send a letter to those property owners as well as a copy sent to Mr. Breichner indicating their discussion.
Chairperson Scheer requested Director Murray to contact Mayor Bowers with the Town of Smithsburg regarding the proposed Beaverbrook project.
ANNOUNCEMENTS
Chairperson Scheer announced that Secretary Armel was reappointed for a three-year term.
The next Regular Session Meeting of the Advisory Commission is slated to be held on Thursday, November 5, 1998 at 6:00 p.m. at the Public Works Annex Building, 16232 Elliott Parkway, Williamsport, Maryland.
CONVENE IN CLOSED SESSION
Motion made by Commissioner Parks, seconded by Commissioner Crabb to convene in closed session at 8:35 p.m. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion by Commissioner Parks, seconded by Commissioner Crabb to reconvene in regular session at 9:40 p.m. Unanimously approved. No action was taken in closed session.
ADJOURNMENT
Motion made by Commissioner Parks, seconded by Commissioner Crabb to adjourn at 9:42 p.m.
