The Purchasing Department's purpose is to provide the major part of the materials support efforts required by County Departments and some County funded agencies. This service needs to be carried out in a timely manner, with emphasis placed on acceptable quality, correct quantity, delivery to the correct user and acquisition at the lowest possible cost to the County in accordance with the Code of Local Public Laws and Purchasing Policies. All of these objectives are conducted without favoritism. The department is responsible for operation of a stockroom for household supplies. The department processes formal quotations, formal bids, and proposals for the County and procurements over $25,000.00 for the City of Hagerstown. Accurate files on vendors, as well as purchasing transactions and correspondence, are maintained within the department.
