The Division of Public Works consists of five departments: Highways; Parks and Facilities Transit;Hagerstown Regional Airport; and Engineering and Construction, utilizing approximately one hundred and sixty employees and an administrative office with a staff of five, including the Director and Real Property Administrator. The mission of the division is to provide and maintain a safe, cost effective infrastructure and public transportation that enhances the quality of life in Washington County.

The Division of Public Works is responsible for:

  • Design and inspection of County highway projects
  • Review of commercial and residential development plans
  • Maintenance of County owned highways
  • Management of County owned construction projects
  • Operation and maintenance of County owned buildings, grounds and parks
  • Operation of the County's public transportation system
  • Maintenance of County's radio communication system
  • Acquisition of required right of way for County projects
  • Purchase, sale, and management of County owned property
