March 25, 2008 Project Update:

New Traffic Pattern at Maugans Avenue/US-11 Intersection Coming Soon!

In order to accommodate roadway widening on the south side of Maugans Avenue between Spriggs Road and US-11, a traffic shift is anticipated to be implemented in late March and/or early April. Preparations to implement the traffic shift are expected to proceed the week of March 24, 2008 and will include the following:

Place asphalt paving adjacent to the right turn island at the intersection of US-11 and Longmeadow Road.

Widen along the north side of Maugans Avenue between US-11 and Spriggs Road.
Remove current lane markings and install new lane markings to accommodate traffic shift.

With this traffic shift, travel on eastbound Maugans Avenue will be funneled down to two lanes between Spriggs Road and US-11. One lane will be designated for left turn and thru traffic, the other lane will be designated for right turns at the US-11 intersection. Westbound traffic on Maugans Avenue between US-11 and Spriggs Road will be shifted northward.

Lane shifts will also occur on US-11 northbound. Here, traffic will be shifted to the east side of US-11 in order to provide room for widening of the southwest corner of US-11/Maugans Avenue.

Work is continuing in the following areas:

Maugans Avenue:

Traffic Shift: The traffic shift along Maugans Avenue which extends from the I-81 northbound off-ramp to the intersection with Pennsylvania Avenue (U.S. Route 11) remains in place as the Contractor continues with work that will accommodate eastbound lane widening on Maugans Avenue. During this traffic shift, both east and westbound traffic is being maintained in single lanes along Maugans Avenue. Furthermore, the I-81 northbound off-ramp has been divided with pavement markings to designate left and right turn lanes and improve traffic flow. It is anticipated that mid-March 2008, the Contractor will begin work on curb construction and grading for the eastbound lane widening.

Under this traffic shift, contractor is currently working on grading for eastbound lane widening between Royal Road and US-11 by excavating to roadway subgrade. Contractor will begin placement of roadway subbase stone. Contractor is also installing conduit for the traffic interconnect at this time.

Contractor is also working on construction of a modular block retaining wall in front of the present Cumberland Valley Insurance business.

Storm Drain Pipe Installation:

The Contractor has completed installation of 100% of the main storm drain pipe line located on the south side of Maugans Avenue and is currently working to set the tops of the storm drain inlets to grade. The Contractor has also completed 100% of the strom drain crossing work required under this present traffic shift.

Work is complete on the storm drain installation at the intersection of Mack Truck Road where existing water mains required offset relocation in order to accommodate the storm drain installation.

Work has also been completed at the intersection of Spriggs Road where the presence of an existing sanitary sewer main required lowering in order to accommodate the storm drain installation.

Work at the intersection of Maugans Avenue and U.S. Route 11 where existing water mains must be lowered in order to complete the storm drain installation is tentatively scheduled to be performed the week of March 31, 2008. The actual lowering of the water mains will occur overnight on two separate evenings, and will be performed behind traffic control drums and concrete barrier. Public notices of any service interruptions will be made as needed. Watch the message boards for more information regarding scheduling of this work.

New Traffic Signal Work:

Signal work is occurring throughout the project for new traffic and pedestrian signals. At the US-11 intersection, new signal poles, mast arms, and luminaire have been erected.
