Due to the success of the Hopewell Express pilot program, and a change in the shift start/end times at Fed-Ex, we have received requests to add additional times to the Hopewell Express schedule for the Fed-Ex stop. The map and schedule has been adjusted accordingly. The additional times will become effective Monday, July 7, 2008.

Mission Statement: 

To provide safe, affordable, dependable and accessible public transportation that enhances the mobility of our customers.


The Washington County Transportation Department operates all of the public transportation in Washington County. The County Commuter public transit system runs eight, fixed urban routes that originate in Hagerstown and offer service to Funkstown, Halfway, Long Meadow, Maugansville, Robinwood, Smithsburg and Williamsport. In addition, Washington County provides transportation for the elderly and persons with disabilities through a contracted taxi voucher program, which is funded by the Statewide Special Transportation Assistance Program (SSTAP). Complementary Paratransit Service for individuals with disabilities, along with Job Access in cooperation with the Washington County Department of Social Services, are also provided by the transit system. The urbanized fixed-route service carries the majority of the County's ridership.


Fares

When paying with cash, exact change is required. Fareboxes take U.S. dollar bills and coins. There are numerous reduced-fare tickets and passes available from the County Commuter Office.

Transfers

It may be necessary to ride two different  buses to get to your destination.  If this is the case, when you board the first bus and pay your fare, ask the driver for a transfer slip.  When you board the next available bus, present the driver with your transfer slip in place of another fare. If you have a monthly pass, you do not need to request a transfer slip.  Transfers are redeemable only at the specific locations for which they were issued.  Locations include the Transfer Point, Public Square, Valley Mall Food Court, Martins on the Dual Highway, or substitutions authorized by W.C.T.D.  Restrictions Apply.  Transfers not guaranteed.

Paratransit

The Paratransit service provides specialized curb to curb transportation for eligible persons with disabilities who are not able to access regular fixed route transit service. The Paratransit service area includes any trip origination and destination within 3/4 of a mile on either side of the fixed route transportation system. Customers residing outside of the ADA service area may be certified but are responsible for getting to the ADA service area. The transportation is curb-to-curb service and any customer requiring assistance to or from the vehicle or while traveling may have a Personal Care Assistant (PCA) ride along with them at no additional cost. 

Full service is available Monday-Friday from 6:00 AM to 6:00 PM, and on Saturday from 7:45 AM to 6:00 PM.  Modified evening service is also available.

Trip requests may be made until the close of business the day prior to the trip but no more than 14 days in advance and are on a first come first serve basis. There is no restriction or priority on a trip purpose. 

Interested individuals must complete an application and have it certified by a health care professional. The application process and determination of eligibility is handled by the County Commuter. Current fare is $2.00 per trip.

Ride Assist/Voucher Program

Ride Assist is a transportation program developed to assist seniors and persons with disabilities in meeting their transportation needs. The program utilizes outside contractors to provide general purpose transportation for eligible individuals who cannot utilize the County Commuter buses. 

Trips can be for any purpose (ie: shopping, medical appointments, religious activities, education, etc.). Reduced fares are available based on eligibility. The application process and determination of eligibility is handled by the County Commuter.

General Information

BOARDING - County Commuter buses will stop at most corners, even if a bus stop sign is not visible. Just raise your arm and indicate your desire to board with a wave of your hand. Please have your fare ready.

EXITING - Just before you reach your stop, pull the cord located above the window to let the driver know you wish to get off.

SAFETY & COMFORT - For the safety and comfort of all passengers, we do not allow smoking, eating, drinking, radio playing, abusive or foul language, shirtless backs or bare feet. Only certified service animals are allowed. We also request that all passengers remain seated until the bus has reached their destination and fully stopped. Please do not talk to driver when bus is moving.

The County Commuter employs fifty-one (51) full-time and part-time personnel consisting of:   One (1) Director, five (5) administrative and clerical support staff, one (1) maintenance shop supervisor, two (2) mechanics, one (1) custodian, six (6) part-time bus attendants, twenty-seven (27) part-time drivers and eight (8) full-time drivers.
