Purpose:
The Development Advisory Committee (DAC) is an advisory group to the Department
of Planning on proposed land development activities that must receive approval
from the Planning Commission. The purpose of the Development Advisory Committee
is to allow for coordination and interaction among various plan review agencies
in order to reduce the likelihood that applicants have to respond to contradictory
demands from different review agencies and to ensure that plans can adequately
address all basic requirements.
Description:
The Development Advisory Committee or DAC will consist of representatives
from various County agencies, the State Highway Administration, the Health
Department, and the Washington County Soil Conservation District. Each DAC
agency will review subdivision and site plans at the initial plan submittal
stage from the perspective of that agency's area of responsibility. The DAC
members will compare and coordinate these comments during a weekly meeting.
Following the meeting discussion, the DAC members will have 1 week to finalize
their comments and forward these comments to the Department of Planning.
The Department of Planning will determine the appropriate plan action and
will transmit the DAC comments to the applicant. The DAC will also hold discussions
on Preliminary Consultation Plans submitted for review. Preliminary Consultation
Plan (PCP) applicants will be invited to attend the DAC meeting during the
discussion of the PCP.
In addition, during each weekly meeting, the DAC members will provide a group forum for applicants who have received comments to ask questions or receive additional feedback on plan submittals. Requests to meet with the DAC must be submitted to the Department of Planning one (1) week prior to the date of the meeting requested.
The Department of Planning will be responsible for forwarding plan submittals for review to DAC members. In addition, the Department of Planning will be responsible for preparing meeting agendas and performing meeting coordination and scheduling. All DAC meetings will be held on Thursday afternoons from 1:30pm to 3:30pm.
Committee Members:
The DAC shall include, but not be limited to, representatives of the
following agencies:
- Division of Planning and Community Development, Department of Planning;
- Division of Public Works, Department of Land Development Engineering;
- Division of Fire and Emergency Services
- Division of Environmental Management, Department of Water Quality
- Washington County Soil Conservation District
- Washington County Health Department
- Washington County Public Schools
- Maryland State Highway Administration
- Hagerstown Water & Sewer
