The Comprehensive Planning Section is responsible for undertaking long-range planning activities for the County. These activities include the preparation and update of the Comprehensive Plan for the County, which is a general policy document guiding growth and development.
This section is also responsible for various functional planning areas including water and sewer planning, environmental planning, historic preservation, and transportation planning. The planning staff also coordinates with the County’s 9 incorporated municipalities, which have their own planning and zoning authority. For some of the municipalities who do not have their own staff, the County offers, as requested, staff assistance for their various planning activities.
The Comprehensive Planning Section also acts in a coordinating role with various state and regional agencies including the Maryland Department of Planning, the Maryland Department of Transportation, and the Hagerstown/Eastern Panhandle Metropolitan Planning Organization.
