Inspection Requirements for Conventional Structures
IMPORTANT!
READ THESE INSTRUCTIONS
Prior to scheduling any inspections, all job sites must meet the following conditions:
- The weatherproof placard issued at the time your permit is approved, must be visible to the inspector and displayed at ALL times during construction.
- The site address must be posted and visible to the inspector.
- Approved plans must be located at the job site at all times. They must be located in an obvious, readily and visible location.
If your inspection is scheduled and the above conditions have not been met, your inspection will NOT be completed and you will be charged a $25.00 inspection fee. Re-inspection fees must be paid before any other inspections will be completed.
Scheduling Inspections |
Inspection requests are to be scheduled through our automated Interactive Voice Response System (IVR System) and shall require a minimum 24 hour notice prior to each inspection. The telephone number is 240-313-2488 and the system is available to callers seven (7) days a week, twenty-four hours a day. Trade inspections (plumbing, electrical and mechanical), which do not require a building permit, should have their trade activity number available. The project number (numbers starting with P) is not to be used for transactions on the IVR System. | 1. | The required inspections for your project will be
listed under the inspection(s) section of your approved building
permit and may be inspected during the following phases of construction: |

| a. | Footing forms (300 inspection
code) and setbacks (200 inspection code) prior
to pouring. Depth pins are to be installed and bulkheads
and rebar if required. Any construction requiring and entrance
to be constructed off a county road must also have an entrance
(100 inspection code) inspection at this time. |
||
| b. | Foundation and basement wall (500
inspection code) must be complete before back filling the
wall and before preceding the superstructure. Anchor bolts
or straps in place, six-foot (6’) on center, twelve inches
(12”) from the corners. Drain tile must be completed
if required. The original
house location survey, if applicable, must be received and approved
by this department prior to the scheduling of this inspection. |

| c. | All garage (510 inspection code) and basement
(515 inspection code) slabs prior to pouring. |
||
| d. | Thimble connections and fireplace
throats (1000 inspection code) prior to
placement of additional linings above connections or smoke shelf. |
||
| e. | Rough mechanical inspection (620 inspection
code) and framing (700 inspection code) must
be scheduled on the same day, prior to insulation, drywall and electrical
and plumbing before it is concealed. Rough plumbing
(610 inspection code) and rough electrical (600 inspection code) shall
be inspected and approved before the rough
mechanical and framing inspections are scheduled. |

| f. | Final mechanical inspection (820 inspection
code) and final building inspection* (830
inspection code) must be scheduled on the same day when
the building or structure is completed. The address Final
electrical (800 inspection code) and final plumbing** (810
inspection code) must be approved before the
final mechanical and building inspections are scheduled. |

| NOTES | * | STATE FIRE
MARSHAL INSPECTION: If a final inspection is required by the
State Fire Marshal’s office, this Inspection must be completed
prior to the scheduling of the final building inspection. |

| ** | WATER SAMPLES: Favorable
water samples must be approved by the Health Dept. prior to scheduling
the final plumbing inspection. This requirement, of course,
does not apply where the property is served by public facilities. |

| 2. | Any major changes, changes to the footprint
use or configuration of the interior or exterior building, are to
be resubmitted for review to this office before continuing with construction. |
||
| 3. | On jobs involving reinforced concrete
work, inspection must be made after steel is in place and before
concrete is poured. |
||
| 4. | This department has the right to reject
any work, which has been concealed or completed without first having
been inspected and approved by the Department in accordance with
the requirement of the various codes. |
||
| NOTES | EMERGENCY INSPECTIONS: Any time an emergency inspection is needed prior to the date assigned by the IVR System, please contact our office or your inspector directly who will try to get the inspection completed as soon as possible. |

re-inspection fees |
A $25.00 inspection fee will be charged for inspections scheduled that are not complete or inaccessible for inspection. Please be sure to contact your inspector to ensure entry can be made to complete the necessary inspection(s).
USE & OCCUPANCY DOCUMENTS |
A Certificate of Occupancy, indicating the completion of all work for which a permit was issued, shall be obtained prior to any use or occupancy of a building or structure. After the final building inspection approval, provided there is no violation(s) of law or orders of the code pending, a Certificate of Occupancy will be issued by the Code Official. Due to the processing time required to verify supporting documents and collection of all applicable fees, the Certificate of Occupancy will be issued by the end of the second business day following the final building inspection approval.
The Certificate of Occupancy can be expedited by the end of the first business day following final building inspection approval for a processing fee of $75.00. To have the expedited Certificate of Occupancy faxed, an additional faxing fee of $25.00 will be charged. The original Certificate of Occupancy will not be released until all processing fees have been paid.
PERMIT EXPIRATION |
Permit Expiration: Every permit issued shall expire by limitation and become null and void if the building or work authorized by such permit is not commenced within six (6) months from the issue of the permit, or if the building or work authorized by such permit is suspended or abandoned at any time after the work is commenced for a period of six (6) months.
Permit Extension: A permittee holding an unexpired building permit may apply for a one-time six-month extension, provided the permittee can show good and satisfactory reasons beyond control that the work cannot be commenced within the six-month period from the original permit issue date. A letter must be sent to the Director for review requesting an extension. No additional fee is required for this one time extension.
Permit Renewal: A building permit that has expired for six months or less may be renewed provided no changes have been made in the original plans and specifications for such work. The renewal fee shall be one half of the amount required for a new permit. Permits which have been expired for greater than six months require a new application and payment of full permit fee.
sPECIAL NOTE |
Please consider these processing regulations when scheduling real estate closings and/or building occupancy dates. Final building inspections that are rescheduled due to corrections must still comply with these processing regulations.
