ABOUT THE DIRECTOR
Ms. Smith is a Maryland Registered Professional Engineer with over 23 years of professional experience in the field of environmental and civil engineering specializing in stormwater management and land development regulation. Ms. Smith has 16 years experience working in local government land development regulation. As a local government engineer, Ms. Smith has drafted land development regulations and design codes for stormwater management, storm drain infrastructure, stream restoration, flood control and road design.
As an engineering consultant, Ms. Smith has provided civil and environmental engineering services to local governments and private businesses in Maryland, North Carolina, Illinois, the District of Columbia and Pennsylvania. She has developed construction plans for stormwater management facilities, grading permits, and erosion and sediment control. She has performed site construction inspections for erosion and sediment control in Maryland, Virginia, and New Jersey. Ms. Smith has designed a number of stormwater management facility retrofits and developed stormwater BMP assessment methods to characterize BMP condition and management benefits.
Ms. Smith holds a Bachelor of Science degree and a Master of Science degree in Engineering from the Virginia Polytechnic Institute & State University (VA TECH).
Ms. Smith is a member of the County Engineers Association of Maryland, the American Water Resources Association, and the Washington County Transportation Advisory Committee. Ms. Smith is a former and founding member of the Board of Directors for the Low Impact Development Center.
