The Animal Control Authority shall consist of five (5) members, all of whom shall be residents of the County. Members shall be appointed by the Board of County Commissioners of Washington County, Maryland and shall be governed by certain County ordinances and policies, including without limitation the Boards and Commissions Policy and Ethics Ordinance.
The Animal Control Authority shall be made up of one member who is a Veterinarian, one member of the agricultural community, one member of the legal profession, and two members from the public at large. If, after reasonable efforts to recruit a Veterinarian to serve as a member of the Animal Control Authority the Board of County Commissioners of Washington County, Maryland is unable to find a Veterinarian, the Board of County Commissioners may appoint a veterinary technician who is registered in the State.
The Animal Control Authority shall hear and decide cases referred to them concerning the enforcement of the Animal Control Ordinance. The Board meets once a month on Thursday evening at the Washington County Annex Building located at 80 W Baltimore Street, Hagerstown, MD 21740. Electrical Board of Examiners & Supervisors

This is a five member Board consisting of four competent individuals who are familiar with the electrical business. Those individuals shall have been residents of the county for at least 5 years. One individual shall be selected from an electric public utility company doing business in Washington County, 2 individuals shall be from among the duly license Master Electricians in the County, and 1 member shall be appointed at-large. Their term in office shall be for 2 years. The fifth member shall be a president or chief of a Volunteer Fire Company in the County. The term of office of this member shall be coterminous with that of the member’s office as president of chief of the association.
The Board shall adopt rules and regulations for the examinations of Master Electricians and for the placement, installation, and operation of electrical wires, appliances, apparatus or construction in, upon and about buildings in Washington County. The Board shall review license applications and investigate work experience claimed by verification letters, select the examination questions and prepare the exam for all classes of licenses, conduct the examinations four times per year, correct the exams and submit the results to the Clerk. The Board may also revoke or suspend for proper cause any license or license renewal after a full hearing of all parties in interest.
The Board meets the second Tuesday of each month at 7:30 a.m. at the Washington County Annex building located at 80 W Baltimore Street, Hagerstown, MD, 21740.
Board of Building Code Appeals

Meets as NecessaryThis is a five member board of appeals comprised of professional engineers, architects and builders. The Board hears and rules on matters appealing a decision of the Director of Permits & Inspections regarding the Washington County Building Code.
Appeals must be based on a claim that the Code or rules have been incorrectly interpreted, the provisions of the Code do not fully apply, or an equivalent form of construction is to be used.
The Board meets as necessary.

The Washington County Plumbing/Mechanical Board shall consist of five (5) members appointed by the Board of County Commissioners of Washington County. The County Health Officer or the Health Officer’s designee shall serve as an ex-officio, non-voting member of the Board and shall not receive any additional compensation for serving as a member. Two (2) of the members shall be master plumbers, three (3) members shall be selected from the public, and each member shall reside in the County. Two (2) members shall be selected for three (3) year terms of office, two (2) members for (2) year terms of office, and one (1) member for a one (1) year term of office. No member of the Washington County Plumbing/Mechanical Board shall sit on the Plumbing/Mechanical Board for more than six (6) years except for the Washington County Health Officers or his/her designee.
The Board, subject to the approval of the Board of County Commissioners of Washington County, may make rules and regulations for the plumbing trade or business in Washington County, as are necessary for the protection of the public health, welfare, and safety insofar as they do not conflict with the Business Occupations and Professions Article of the Annotated Code of Maryland. The Board shall also approve, suspend or revoke the registration of a plumber for a violation of the Washington County Plumbing Code. The Board shall also receive all complaints of any alleged violation of the Plumbing Code filed against any individual registered by the Board. These complaints must be in writing and the Board shall conduct a hearing which shall be recorded.
The Board meets the first Monday of each month at 3:00 p.m. at the Washington County Annex building located at 80 W Baltimore Street, Hagerstown, MD 21740.
