Attended West Virginia University and received a B.A. in 1987; attended the University of Pittsburgh and received a J.D. in 1990. Admitted to the Maryland Bar in December 1990; admitted to the West Virginia Bar in May 1994. Also admitted to practice before the United States District Court for the District of Maryland and the United States District Court for the Northern District of West Virginia. Vicki L. Grimm, Legal Assistant: 
Legal Secretary in private practice from 1973 to 1989. Legal Secretary in the Office of the County Attorney since its inception in 1989. Legal Assistant from 1996 to present.

Vicki C. Lumm, Legal Secretary: 
Legal Secretary in private practice from 1973–1978 and 1984–1986. Secretary for real estate firm 1978–1983. Substitute teacher for Washington County Board of Education from 1996–1998. Legal Secretary in the Office of the County Attorney since 1998. Obtained Paralegal Certification from Hagerstown Community College in 2007.
