Kevin Lewis
Director

Kevin Lewis have been involved in Fire and Emergency Services for over 26 years. He originally started in Frederick County as a volunteer Firefighter and Medic with Frederick County ALS. In 1987, he began as a career Paramedic with the Baltimore County Fire Department of which he resigned in 2006, as a Lieutenant.  In August of 2007, he began employment with Washington County Government as Deputy Director of the Division of Fire and Emergency Services.  In July 2008, he was appointed as Director of the Division of Fire and Emergency Services for Washington County.
Kevin continues to teach part-time with the University of Maryland, Maryland Fire and Rescue Institute as a field instructor teaching fire and emergency medical services courses. He graduated from Hagerstown Community College in 1984, as a Radiologic Technologist and continues to maintain his certification as a Technician.  He is currently enrolled in the management program from Frostburg State at Hagerstown Campus of Univ. of Maryland.
Kevin is married with three children and as time permits, he continues to volunteer with the Williamsport Fire and Emergency Medical Services.  


Charlie Summers
Deputy Director

After more than 30 years of service as a Maryland Certified, professional Law Enforcement Officer, Charles Summers retired as the Operations Commander (Captain) from the Hagerstown Police Department to assume his role as Deputy Director for the Division of Emergency Services. Throughout his career, now Deputy Director Summers, has held numerous command positions, attended a wide variety of training, and become a certified instructor in many Police subjects. His command experience includes, but is not limited to, hostage barricades, large community events, and natural disasters.
Deputy Director Summers is a past commander of the Hagerstown Police Special Response Team (SRT).  He was a founding member and trainer of the Washington County Special Response Team; a consolidation of the Washington County Sheriff’s Office SRT and the Hagerstown Police Department SRT.  A former Certified Maryland Police Training Commission Instructor, Deputy Director Summers is now certified instructor in the Incident Command System.  In 2001, then Captain Summers attended and graduated from the FBI National Academy’s intensive Police Management School. Deputy Director Summers is also a member of the Emergency Systems Numbers Board (911 Board) and the Washington County Transportation Advisory Committee.
When not in the office, Deputy Director Summers is a Mission Pilot for the Civil Air Patrol of Hagerstown.


Bonnie Keltner
Administratie Assistant

Bonnie is a conscientious, dedicated, and dependable administrative assistant.  Employed by Washington County within the Division of Emergency Services since 2003, Bonnie is tasked with a wide variety of responsibilities.  Her daily responsibilities include greeting and coordinating with the public, creating various documents such as letters, memorandums, and policy statements. 

Bonnie is also responsible for generating purchase orders and processing invoices for payment.  Without question, Bonnie is an integral part of the team, greatly contributing to the continuity of the Division.
